10-Year Community Plan
Aidan Grove-White, Vice President, Land Use and Infrastructure, Strategy Corp. and Alex Glista addressed Council regarding the 10-Year Community Plan: Executive Summary.
The presentation included a discussion of the 5 priorities for Prince Edward County that were identified after viewing the 512 survey results as well as through conversations at several in-person consultation sessions.
The consultants went over what the next steps are for the project as well as made a note that there will be a Strategic Plan workshop scheduled for May. More information will be available on the County’s website in the coming weeks.

Decommissioning of White Pines Wind Energy Project
Council received the report from the Operations Department regarding an Update for Decommissioning the White Pines Wind Energy Project. Staff will apply $11,000 plus HST from the White Pines Wind Energy Project (WPD) decommissioning settlement for tree damage to the existing 2023 operating budget for the municipal tree planting program. In the Council-approved 5 Year Road Plan, staff will include the rehabilitation of Royal Road (Lighthall Road to County Road 10), Bond Road (County Road 10 West End to civic address 416) and Kaiser Road (County Road 8 to County Road 7) in the 2024 Rural Roads Generic (INI9011) work plan funded from the $892,633.27 plus HST received for road damage from the WPD decommissioning settlement.
Other Business
Mayor Ferguson proclaimed Earth Day on April 22, 2023. He noted Earth Day marks a renewed commitment to our planet and to the implementation of sustainability efforts. A list of Earth Day events happening in the County is available online.
Council received the Municipal Accommodation Tax (MAT) Financing Report for 2022 from the Finance and IT Department. Councillor Prinzen brought forward an amending motion to which carried as follows: That Council freeze the MAT tax at 4% for the balance of this 2022-2026 term of Council.
Councillor Nieman brought forward a resolution seeking Council support to strengthen By-Law 742-2001, Regarding the Use of the Prince Edward County Millennium Trail. Council directed staff to report back on proposed amendments to the Millennium Trail Use By-Law, including, but not limited to:
- adding definitions of “recreational purposes” and “recreational use”; and
- adding provisions on permitting commercial services and associated licencing/agreements at the discretion of Council.
Staff will evaluate risk and liability associated with permitting commercial services to be provided on the trail and report back to the Committee by June 2023.
Council received a report from the Corporate & Legislative Services Department regarding Updates to the Parking Bylaw No. 75-2021 The amendments were for clarification and to implement the Tourism Management Plan, including lowering the parking fees in some zones.
Council received a report from the Corporate & Legislative Services Department regarding a By-Law to Control and Govern Livestock Running at Large or Trespassing and Appoint a Pound Keeper.
The Draft Terms of Reference for the Heritage Designation Working Group was approved by Council, and Council directed staff to develop a Cemetery Task Force Terms of Reference to complete the tasks relating to cemeteries listed in the workplan.
