Council Highlights – June 13, 2023 – Regular Session of Council

Motion from Closed Session
Council authorized the CAO to execute a conditional purchase and sale agreement to Hastings Prince Edward District School Board for $1,375,000.00 for the purchase of the former Queen Elizabeth school property located at 35 Barker Street, Picton.
Council directed staff to proceed with an application to the Canada Mortgage and Housing Corporation (CMHC) for funding through the Housing Accelerator Funding Program (HAF) and the Co-Investment Funding Program (COI) to finance the purchase of the property. Staff will keep Council updated on the status of the application.

Announcements
Mayor Ferguson proclaimed June as Seniors Month as well as the week of June 24 – July 1, 2023 as PECelebrates Week in the County.

Amendment to the Backyard Hen(s) By-law
Council approved a by-law to amend the Backyard Hen(s) By-law. Council also approved a by-law to amend “Schedule C” of the Administrative Monetary Penalties By-law No. 4519-2019.

Award of Crystal Palace Revitalization RFP
Council awarded the RFP for the Crystal Palace Revitalization project to Trilith Contracting Inc.

Upon completion of Phase 2 of the Crystal Palace/Fruit Growers Building restoration project, if surplus funds are identified by staff and at staff discretion, the Phase 2 scope of work will be expanded to include the restoration of the Old Boys Entrance World War 1 Memorial. Staff will begin discussions with Prince Edward County Royal Canadian Legion branches with respect to establishing a co-operative funding partnership for the Old Boys Entrance restoration.

County Road 49 Community Benefit Fund

Council declared the County Road 49 Reconstruction project as a project of community interest for the purposes of receiving donations and issuing official donation receipts for income tax purposes.  A discretionary reserve fund will be opened for the purposes of depositing dentations received for the CR49 reconstruction project.

Locate Service Provider Agreement

Council delegated authority to the Director of Operational Services for the execution of agreements for Dedicated Locate Service Providers.
Council approved a by-law to amend by-law 3167-2012 (Delegation of Duties by Council to Municipal Employees).

2022-2026 Multi-Year Accessibility Plan – 2022 Progress Report

Council received the 2022 Progress Report and staff will report back in Q2 2024 with the 2023 Progress Report for the 2022-2026 Accessibility Plan.
