The County of Prince Edward has updated its Fees and Charges By-law with 2023 rates and fees for specific municipal services and activities provided by the municipality.
Fees and charges assist in covering all or a portion of the cost of delivering specific services therefore alleviating the financial impact on tax and user ratepayers.
The by-law changes were approved by Council at its December 13, 2022 meeting. Some highlights of the changes include:
General administrative fees:
- New fee pertaining to civil ceremonies taking place on the grounds of the Macaulay Heritage Museum.
- Increased fee for a Compliance Letter with the exception of liquor licence applications.
- New fine in effect for false alarm calls to implement False Alarm By-Law 142-2022 passed by Council upon recommendation from the Police Services Board.
Fire & Rescue:
- Increased fee for annual burn permits.
Waste management:
- Increased fee for municipal bag tags to $3.25. Staff will rollout the new bag tags in the coming weeks. The plan will include an amnesty for existing bag tags and a trade-in program for vendors and the public. Details on these programs and when the bag tag increase will take effect will be provided at a later date.
- Increased fee for green bins.
- New extra-large item tipping fee implemented to better offset the cost of disposal of larger, heavier items such as king-sized mattresses and furniture.
- Increased fee for construction debris.
- Removal of fees for both non-refrigerated white goods as well as refrigerated white goods which have their refrigerant removed.
Building Permits and Development:
- All Development Services fees will increase by 2% to adjust for expected inflation.
- New fees implemented for the advertising of site plan control and off-site servicing agreements.
- New municipal construction inspection fee.
- Increased fees for re-inspections/services/special inspection charge per inspection to match the Fire Department re-inspection fee.
- Increased fee for a Temporary Occupancy Permit.
- Separate fees applied for civic address flag and sign post to reduce the cost for residents only requiring one or the other replaced.
Taxis and parking control:
- 10% increase to taxi fares.
- An administrative charge of $75 has been added to Schedule J for parking and short-term accommodation (STA) appeals to an administrative hearing officer. This is to help cover the costs of a parking or STA hearing.
Museums and facilities:
- Updates to museum facility rental fees to better align with the needs of renters and their event requirements.
Parks and recreation rental rates:
- Rate schedule has been updated and simplified to include picnic tables and other equipment. The fee has also been split to differ between full service and partial service parks.
- Increased fee for a reservation deposit. A court reservation fee has also been added for those wishing to rent courts for tennis or pickleball.
Community hall rentals:
- Community hall rentals now have hourly rental rates.
- 6-month rental rate applied for non-profit groups (excluding stat holidays) until June 30, 2023
- New hourly rate for non-profit community group/service as of July 1, 2023
- Decreased damage deposit/cancellation rate.
- Groups addressing food security or public health are permitted to use municipal spaces free of charge as has been the practice of the 2018-2022 term of Council.
- Medical and health clinic initiatives are permitted to use space in-kind, for events like influenza and COVID-19 vaccination clinics.
- The annual $600 rate for use for recreation committees has been removed. The nine ward Recreation Boards and Committees are permitted to use their applicable halls free of charge for meetings, community programs and events that have no cost to participants such as community dinners or recreation programming. If there is programming that will be at a cost to participants, the recreation committees or program/event organizers not-for-profit hall rental rate will apply.
Short-Term Accommodation (STA) licence fees:
- New increased fees as set by Council in August 2022, as well as the fees necessary for the administration of the program.
- New STA administration fee to address the situation when an STA applicant has started the application process and decided not to complete the process.
