SUMMARY:Public Open House: Cultural Heritage Master Plan
DESCRIPTION:An in-person public open house for the Cultural Heritage Master Plan (CHMP) will take place on Monday\, October 6. \nThe meeting will be held from 5 – 7 pm at the Rotary Hall inside the Prince Edward Community Centre (375 Picton Main Street). \nAt the meeting\, staff and the project consultant\, WSP\, will present the latest draft of the CHMP. Attendees can learn more about the plan and ask questions to the project team. \nThe County of Prince Edward is developing the plan to manage and protect its built heritage resources and cultural heritage landscapes. \nA built heritage resource is a building\, structure\, monument\, installation\, or any manufactured remnant that contributes to a property’s cultural heritage value or interest. \nA cultural heritage landscape is a defined geographical area that may have been modified by human activity and include features such as structures\, spaces\, archaeological sites\, or natural elements that are valued together for their interrelationship\, meaning\, or association. \nProtecting and enhancing Prince Edward County’s cultural\, heritage and natural assets for the future is a key objective within the municipality’s Strategic Plan 2023-2026. In addition\, the municipality’s Official Plan states that the municipality will identify cultural heritage resources while ensuring their conservation\, restoration\, maintenance\, and enhancement as part of the community’s ongoing evolution. \nCouncil directed staff\, when it adopted the Official Plan in 2021\, to prepare a Cultural Heritage Master Plan to help guide staff and the development community in this area. \nAs the project progresses\, additional in-person meetings will occur. SUMMARY:Public Information Centre: York Street Project
DESCRIPTION:The County of Prince Edward will share more information about the York Street reconstruction project including the detailed schedule at a Public Information Centre on Thursday\, October 16. \nThe information centre will take place from 5 – 7 pm inside the Rotary Hall at the Prince Edward Community Centre (375 Picton Main Street). \nIf you are unable to attend the meeting in person\, the information will be posted on the County website the next day. \nThe municipality is tackling this project on York Street in Picton to ensure nearly 400 residential and commercial properties continue to have reliable sanitary sewer service. This project is a high priority because of the deteriorating condition of a large trunk sanitary sewer that runs underneath York Street. \nCounty Council awarded the tender in the amount of $855\,941 plus HST for the project on September 23 to Cobourg Development Services Ltd. Council approved the project in the 2024 capital budget. \nIn addition to replacing the existing sanitary sewer\, the project includes replacing the watermain\, installing a new asphalt roadway and sidewalk\, and adding a curb and storm sewer to accommodate the curb. \nReconstruction work on York Street will take place between Picton Main Street and Mary Street this fall and next spring — no work will take place during the winter months. Because of long-standing issues with soil stability in the area and to avoid damaging adjacent buildings\, the design team considered unique ways to replace the pipe without digging a trench. \nTo accommodate the most viable replacement method\, the municipality will have to close the eastbound lane of Picton Main Street for several weeks in the late fall this year. Temporary traffic signals will ensure one lane of traffic always remains open. DESCRIPTION:The public is invited to attend Bridges Out of Poverty\, a community-wide training opportunity designed to build a shared understanding of poverty and resilience. \nThe event will take place on Tuesday\, October 28 from 9:30 am to 4 pm at the Prince Edward Community Centre (375 Picton Main Street). There is no cost to attend and lunch and refreshments will be provided. \nThe training helps individuals and organizations address financial instability by building resources and enhancing understanding across economic classes. It involves everyone within the community and provides a common language\, tools\, and strategies for communities to co-create sustainable solutions together. \nWhether you’re in education\, business\, social services\, local government\, or simply passionate about community change\, this is your chance to be part of a growing movement to make Prince Edward County more inclusive and create stability for everyone. \nThe training will be facilitated by certified Bridges Out of Poverty trainer Suzie Johnson-Smith. During the training\, participants will: \n\nExplore essential resources for stability\n\n\nIdentify the complexity and causes of poverty\n\n\nDevelop and analyze a mental model for economic environments\n\n\nLearn the unspoken rules of different economic classes\n\n\nEvaluate how language and narratives negotiate our environments\n\n\nDiscuss family stability and the importance of building social capital\n\n\nGain new tools and strategies for improving relationships and outcomes\n\nRegistration is required. The CSWB Plan is a municipal initiative mandated by the Community Safety and Policing Act\, 2019. DESCRIPTION:The public can learn more and provide input on a proposed ballot question for the 2026 municipal election at the following public meetings: \nDate: October 28\, 2025\nTime: 6 pm\nLocation: Wellington and District Community Centre\, 111 Belleville Street\, Wellington \nDate: November 3\, 2025\nTime: 6 pm\nLocation: Athol Town Hall\, 1685 County Road 10\, Cherry Valley \nDate: November 18\, 2025\nTime: 6 pm\nLocation: Shire Hall\, 332 Picton Main Street \n  \nCounty Council intends to pass a by-law to add the following question to the election ballot: \nAre you in favour of a third-party review of Council size and related ward boundary changes? \nAnswer options: “Yes” or “No” only \n  \nFor the results of the question to be legally binding on the municipality: \n\nAt least 50 per cent of the eligible electors in the municipality vote on the question\, and\nMore than 50 per cent of the voters are in favour\n\nShould this occur the estimated costs of a third-party review would be between $60\,000 and $100\,000 depending on the scope of the work. Any changes would be in effect for the 2031 municipal election. \nVisit the County website for more information.
