Planning & Development Committee
Mandate
The primary function of the Planning & Development Committee is to make recommendations to Council for development applications under the Planning Act, and hold statutory public meetings, as required under the Planning Act. The Committee also undertakes consideration of planning applications, and reviews background reports, studies, and processes associated with planning policy development activities.
The goals and purpose of the Committee are to:
- Host public meetings to receive comments from the public and applicant(s), consider reports, and recommendations from Planning staff;
- Hear presentations from property owners, applicants, and/or authorized agents;
- Make informed recommendations and provide guidance to Council and staff on planning related matters; and
- Review policy and/or guidelines associated with land and property development and use, property standards, street names, and site and subdivision plans.
Membership
- All members of Council.
- The rotating Chair and Vice Chair schedule for Council/Committee will be followed.
Meetings
The Planning & Development Committee shall meet a minimum of twelve (12) times per year, and more frequently at the discretion of the Chair.
The meeting, agenda, and minutes are available to the public, on the municipal website. Members of the public may participate in-person or electronically as requested, in accordance with the Procedural By-Law.

All Planning & Development Committee meetings are open to the public and your attendance is welcomed and encouraged.

You can participate in a meeting in the following ways:
Register to make comments during Statutory Public Meetings Pursuant to the Planning Act
- Members of the public may address the Planning & Development Committee on any item listed on the agenda under Statutory Public Meetings Pursuant to the Planning Act.
- Ensure you include your name, the organization you represent if applicable, contact information, and the planning application file number of which you are wishing to speak to.
- You will have 5 minutes to make your comments followed by questions.
- If the provision of notice is provided prior to the meeting, upon registering to speak at the meeting, members of the public will be emailed instructions on attending the meeting in person or a unique link and directions for participating in the meeting via Zoom, if applicable.
Register to make comments under “Comments from the Audience (on items under Items for Consideration)”
- Members of the public may provide comments to the Planning & Development Committee relating to items under the Items for Consideration section of the agenda.
- All requests to register to provide remarks under “Comments from the Audience (on items under Items for Consideration” must be submitted to the Clerk’s Office at clerks@pecounty.on.ca by noon, on the date of the meeting.
- Ensure you include your name, the organization you represent if applicable, contact information, and the planning application file number of which you are wishing to speak to.
- You will have 3 minutes to make your comments followed by questions.
- Upon registering to speak at the meeting, members of the public will be emailed instructions on attending the meeting in person or a unique link and directions for participating in the meeting via Zoom, if applicable. Please note that if the subject of your request does not pertain to an item listed on the agenda, your request will not be approved.
- Persons may not make any oral submissions, deputations, comments from the audience, or as the case may be, before Council or Committee of the Whole on a matter that is, or was, before the Planning & Development Committee, unless the matter is to be addressed as an Item for Consideration before Council or Committee of the Whole.
Decorum at Council and Committee Meetings
The County’s Procedural By-law has established decorum for all participants to ensure a safe and secure environment for Council, Committee and Board meetings, including electronic meetings. A member of the public may not:
- address Council, or Committee without permission;
- interrupt any speaker or action of the Members or any person addressing Council or Committee;
- behave in a disorderly manner;
- make any noise or sound that proves disruptive to the conduct of the meeting; or
- Place placards, signs, posters, etc. or any advertising devices in the Council Chambers, or any other location in which a meeting is being conducted.
