H.J. McFarland Memorial Home Redevelopment
Overview:
The County of Prince Edward operates H.J. McFarland Memorial Home, a long-term care facility, in Picton. Built in 1975, the current Home is a two-storey facility consisting of 84 beds.
The municipality has approval to operate 76 additional beds and has new standards it must meet as set by the Ministry of Long-term Care.
Over the next several years, the municipality intends to construct a brand new 160-bed facility on four acres of municipally owned land adjacent to the existing long-term care home. The current H.J. McFarland Memorial Home will remain in operation while the new building is under construction.
County Council has directed staff to conduct an Expression of Interest process to explore opportunities with external parties for the re-use of the existing H. J. McFarland Memorial Home site and report the results to Council, with recommendations as appropriate.
Budget information:
County Council initially approved the long-term care redevelopment project as part of the 2024 budget. Following further design, regulatory requirements, and procurement, the total approved project budget is $94.7 million.

Construction Phase
Excavation and foundation work is currently underway. Site services and underground installations are also in progress,
Project Details:
The final Home will be around 124,500 square feet in gross floor area. It will include many spacious resident lounges and areas that meet or exceed Ministry requirements as well as large open areas for community gatherings, relaxation or entertainment and family visiting. It will include enhanced programming and care spaces to improve resident outcomes and extensive landscaping, outdoor walkways, and patios to connect the Home to the broader community and Millennium Trail.
Financial Details:
County Council initially approved the long-term care redevelopment project as part of the 2024 budget. Following further design, regulatory requirements, and procurement, the total approved project budget is $94.7 million.
The project is financed through a combination of provincial funding and long-term borrowing. This includes an upfront Construction Funding Subsidy (CFS) construction grant of approximately $12.96 million from the Ministry of Long-Term Care, which reduces the amount of debt required.
The remaining project costs are financed through an Infrastructure Ontario loan of approximately $80.4 million, for which credit approval was received on October 24, 2024.
In addition to the upfront grant, the County will receive ongoing provincial per-bed funding under the Ministry’s Construction Funding Subsidy and Top-Up programs over a 25-year period. This funding is intended to support repayment of the Infrastructure Ontario loan over time, subject to the terms of the Development Agreement and ongoing operational requirements.
Additional funding sources include:
- Eligible development charge contributions, where applicable
- A fundraising campaign with a goal of up to $1 million to support enhancements such as landscaping, equipment, program spaces, and naming opportunities
