SUMMARY:Public Information Centre: County Road 49 Rehabilitation
DESCRIPTION:The major structural rehabilitation of County Road 49 reached another milestone with the award of the construction tender to R.W. Tomlinson Ltd. \n“For years\, Councils of the day have heard from residents\, businesses\, and visitors about the dire need to fix one of the worst roads in Ontario. Now\, we are getting it done\, and I couldn’t be happier\,” Mayor Steve Ferugson says. \nThe municipality is proceeding with the Council-approved preferred rehabilitation option of rubblizing the existing concrete pavement and placing a new asphalt overlay. Rubblizing is a construction technique that fractures old\, deteriorated concrete pavement into small\, interlocking pieces to serve as a strong\, flexible base for the new roadway. \nWork is tentatively scheduled to begin during the 2026 construction season. A minimum of one lane of traffic\, operating under alternating directions\, will be maintained at all times throughout construction. During this construction season\, the contractor anticipates completing the following work: \n\nRubblizing County Road 49 between County Road 15 (Northport Road) and Civic Address 684 County Road 49.\nPlacement of granular material followed by the first and second overlay of asphalt\nSubdrain installation\nCulvert replacements\nBox culvert waterproofing\n\nA more detailed construction schedule is currently under development. Substantial completion date for this project is November 1\, 2028. \n A public information centre (PIC) will take place on Wednesday\, June 10 at 5 pm at the Prince Edward Community Centre (375 Picton Main Street).  \nThe municipality will provide updates to the public throughout the project. Click here to sign up for the email notices. \nLearn more about the project on the County website. \nCounty Road 49 serves as a transportation route for the municipality’s tourism\, hospitality\, and employment sectors. The road experiences average daily traffic volumes of approximately 6\,000 vehicles\, with peak traffic occurring during morning and evening rush hours. This includes commercial and industrial traffic\, with heavy trucks accounting for about 5 per cent of the total traffic. \nOpened in 1966\, County Road 49 spans 18.4 kilometres\, of which 17.3 kilometres is concrete pavement. The road connects Picton\, the municipality’s largest settlement area\, with the Bay of Quinte Skyway Bridge\, one of the largest entry-points into the municipality from Highway 401. The Province of Ontario downloaded the roadway to the County in 1998. County Road 49 has reached the end of its natural lifespan. SUMMARY:Community Safety and Well-being Plan: Public Consultation
DESCRIPTION:Consultations are now taking place to inform the development of the next iteration of Prince Edward County’s Community Safety and Well-being Plan for 2027-2030. CSWB plans are legislated by the province through Ontario’s Community Safety and Policing Act\, 2019. \nCommunity Safety and Well-being (CSWB) Plans act as roadmaps for making life safer\, healthier and more supportive for everyone. They are shared plans that bring local organizations\, service providers\, and residents together to prevent problems before they happen and to make sure people get the right help at the right time. SUMMARY:Public Information Centre: Former Queen Elizabeth School Redevelopment
DESCRIPTION:The County of Prince Edward purchased in 2024 the 1.8-hectare (4.5 acre) Queen Elizabeth School property\, located at 35 Barker Street in Picton\, from Hastings and Prince Edward District School Board. The purchase of the property\, which was declared surplus to the needs of the school board in November of 2018\, supports the municipality’s commitment to developing new purpose built affordable rental housing and community hub. \nIn March 2025\, County Council finalized a public-private partnership with New View Holdings Inc. for the redevelopment of the property. The redevelopment will result in 198 new residential units over two phases with 50 per cent offered as affordable housing and 50 per cent at market rates. There will also be a 22\,500 square foot community hub for use by local service agencies\, a green amenity space\, and a playground. \nThe framework to implement that public-private partnership includes several agreements that address the short and long-term obligations of both parties and facilitate the next steps of this project\, including: \n\nPublic consultation\nDetail design\nPlanning Act approvals\nConstruction and operation\n\nProject Consultation:\nAs part of the redevelopment agreement\, New View Holdings committed to a consultation process that includes a facilitated charette or visioning session with stakeholders from the neighbourhood and various community representatives\, which took place in August 2025. Click here to view the engagement summary report from the charette(External link). \nThe work at the charette will influence the design of the project including elements such as streetscaping\, landscaping\, architectural design\, arrangement and location of amenities such as the playground\, community garden and greenspace\, and more. \nThe proposed designs will be presented at a public information session on Thursday\, November 6 from 6-8 pm at the Rotary Hall inside the Prince Edward Community Centre (375 Picton Main Street).

SUMMARY:Public Information Centre: York Street Project
DESCRIPTION:The County of Prince Edward will share more information about the York Street reconstruction project including the detailed schedule at a Public Information Centre on Thursday\, October 16. \nThe information centre will take place from 5 – 7 pm inside the Rotary Hall at the Prince Edward Community Centre (375 Picton Main Street). \nIf you are unable to attend the meeting in person\, the information will be posted on the County website the next day. \nThe municipality is tackling this project on York Street in Picton to ensure nearly 400 residential and commercial properties continue to have reliable sanitary sewer service. This project is a high priority because of the deteriorating condition of a large trunk sanitary sewer that runs underneath York Street. \nCounty Council awarded the tender in the amount of $855\,941 plus HST for the project on September 23 to Cobourg Development Services Ltd. Council approved the project in the 2024 capital budget. \nIn addition to replacing the existing sanitary sewer\, the project includes replacing the watermain\, installing a new asphalt roadway and sidewalk\, and adding a curb and storm sewer to accommodate the curb. \nReconstruction work on York Street will take place between Picton Main Street and Mary Street this fall and next spring — no work will take place during the winter months. Because of long-standing issues with soil stability in the area and to avoid damaging adjacent buildings\, the design team considered unique ways to replace the pipe without digging a trench. \nTo accommodate the most viable replacement method\, the municipality will have to close the eastbound lane of Picton Main Street for several weeks in the late fall this year. Temporary traffic signals will ensure one lane of traffic always remains open. Attendees can learn more about the plan and ask questions to the project team. \nThe County of Prince Edward is developing the plan to manage and protect its built heritage resources and cultural heritage landscapes. \nA built heritage resource is a building\, structure\, monument\, installation\, or any manufactured remnant that contributes to a property’s cultural heritage value or interest. \nA cultural heritage landscape is a defined geographical area that may have been modified by human activity and include features such as structures\, spaces\, archaeological sites\, or natural elements that are valued together for their interrelationship\, meaning\, or association. \nProtecting and enhancing Prince Edward County’s cultural\, heritage and natural assets for the future is a key objective within the municipality’s Strategic Plan 2023-2026. In addition\, the municipality’s Official Plan states that the municipality will identify cultural heritage resources while ensuring their conservation\, restoration\, maintenance\, and enhancement as part of the community’s ongoing evolution. \nCouncil directed staff\, when it adopted the Official Plan in 2021\, to prepare a Cultural Heritage Master Plan to help guide staff and the development community in this area. \nAs the project progresses\, additional in-person meetings will occur. DESCRIPTION:The County of Prince Edward is taking action on climate change as a participant in the Partners for Climate Protection (PCP) program. The input and feedback from the public is crucial as the municipality and the community work toward creating a Climate Action Plan for both mitigating and adapting to the impacts of climate change at both the municipal and community level. \nBackground\nCounty Council declared a climate emergency in 2019. In 2021\, the municipality took another step in implementing effective measures to mitigate climate change when it became an active member of the Partners for Climate Protection (PCP) program. \nThe PCP program is a national network of more than 400 municipalities with the shared goal of taking action against climate change and reducing local greenhouse gas emissions. As a member of the PCP program\, the municipality is committed to meeting five milestones over the next 10 years: \n\nMilestone 1: Creating a greenhouse gas (GHG) inventory and forecast\nMilestone 2: Setting emission reduction targets\nMilestone 3: Developing a Local Action Plan\nMilestone 4: Implementing the Local Action Plan\nMilestone 5: Monitoring and evaluating progress\n\nThese steps are followed by the corporation and by the community in a collaborative approach to developing a plan to address climate change. Municipal staff are leading the portion of the action plan aimed at reducing the GHG emissions within the local government’s direct control or influence. DESCRIPTION:The County of Prince Edward is undertaking a Master Servicing Plan Study to determine infrastructure needs for water\, wastewater\, and stormwater for the Picton/Bloomfield serviced area\, to support future growth and planned developments in the area. \nThe recently completed Regional Water Supply Servicing Master Plan identified the preferred alternative of connecting Picton/Bloomfield to the Wellington Drinking Water System and obtaining full servicing capacity from a new regional water treatment plant in Wellington. This preferred alternative has been incorporated into the Picton Master Servicing Plan. \nThe Master Servicing Plan Study is being carried out in accordance with the requirements of Approach 2 for Master Plans of the Municipal Class Environmental Assessment Process\, which is an approved process under the Environmental Assessment Act. Phases 1 and 2 of the EA process will be completed. \nThis is the second Public Consultation Centre (PCC) being held in relation to this study. This second PCC will present the preliminary preferred recommendations and seek public feedback on the information presented. The PCC will follow an open-house format. Project team representatives and County Staff will be available to answer questions and discuss next steps. \n  \n

SUMMARY:Public Information Meeting: Queen Elizabeth School redevelopment
DESCRIPTION:The County of Prince Edward will host a public information meeting on Wednesday\, September 25 for the Queen Elizabeth School redevelopment. \nThe meeting will take place at the Rotary Hall inside the Prince Edward Community Centre (375 Picton Main Street) from 6-8 pm. \nThe goal of the meeting is to present the history and plans for the redevelopment and to give the public the opportunity to better understand and provide input to the re-development project. \nAt the meeting\, municipal staff will give a brief presentation before seeking neighbourhood resident input toward best use of the site at Barker and Centre Streets\, inviting a conversation on an integrated affordable housing model. \nFollowing the public meeting\, staff will consolidate the comments and feedback and provide them to the prospective partners for use as they refine their proposals. Council has directed staff to provide a final recommendation on entering into an agreement with a private sector or non-profit partner in November of 2024. \nQuestions can be sent in advance to Elis Ziegler\, Affordable Housing Supervisor at eziegler@pecounty.on.ca or by calling 613.476.2148 extension 1529. \nBackground on redevelopment project  \nHastings and Prince Edward District School Board (HPEDSB) declared the school surplus to its needs in 2018. After a federal grant was denied in 2023 to re-develop the site for affordable housing and a community hub\, the municipality decided to purchase the 1.8-hectare property\, located at 35 Barker Street in Picton\, from the school board. \nThe objectives of the redevelopment project are to come closest to the original community vision for the site including: \n\nProviding as many affordable housing units as possible\, with affordability as defined in the County’s Municipal Housing Project Facilities By-Law\nCreating a community hub\, similar to the original vision\, for local organizations\nAllowing the municipality to recoup its investment in the property (approximately $1.5 million) within the 2024 calendar year\nBeing positioned to move forward with the redevelopment as quickly as possible\n\n  \nAn expression of interest (EOI) to the community was launched in the summer 2024 to move the vision to reality. SUMMARY:Public Consultation Centre: Transportation Master Plan
DESCRIPTION:A third and final public consultation centre (PCC) for the Transportation Master Plan (TMP) amendment for Picton will take place on Tuesday\, July 16. \nThe PCC will be held at the Prince Edward Community Centre (375 Picton Main Street). The PCC will take place from 6-8 pm and follow a drop-in format. \nAt the PCC\, the study team will provide a summary of the feedback received to date. The team will also present and gather feedback on the evaluation of alternative solutions\, recommended solutions\, and next steps in the study process. Members of the study team will be present to answer any questions. \nThe County of Prince Edward completed a County-wide TMP in 2021. The municipality is undertaking an amendment of the TMP for the Picton Settlement Area. The amendment is now required due to a higher level of growth projected within the study area\, beyond what was assumed as part of the 2021 TMP. \nThe TMP will assess the short- and long-term transportation infrastructure needs and deficiencies within Picton. The plan will identify improvements to the multi-modal transportation network in order to address existing and future travel demands. \nPublic consultation is an important part of the TMP. The first PCC was held on December 12\, 2023 and introduced the study. DESCRIPTION:If you do not have a valid yellow PEC Summer Pass\, you can register for a new green 2024 PEC Summer Pass. The green pass will be valid for three years and will expire at the end of 2026. \nGetting a green pass is a two-step process. You will need to register using the online form and then go in person to a pick up location or event to collect your pass. \nPicking up your pass\nAfter you have registered\, you will need to pick up your pass. To obtain your green 2024 PEC Summer Pass\, come in person to a pick up location/event (see schedule below) and bring the following: \n\nProof that you are a resident or taxpayer of the County of Prince Edward.
