SUMMARY:Public Information Centre: York Street Project
DESCRIPTION:The County of Prince Edward will share more information about the York Street reconstruction project including the detailed schedule at a Public Information Centre on Thursday\, October 16. \nThe information centre will take place from 5 – 7 pm inside the Rotary Hall at the Prince Edward Community Centre (375 Picton Main Street). \nIf you are unable to attend the meeting in person\, the information will be posted on the County website the next day. \nThe municipality is tackling this project on York Street in Picton to ensure nearly 400 residential and commercial properties continue to have reliable sanitary sewer service. This project is a high priority because of the deteriorating condition of a large trunk sanitary sewer that runs underneath York Street. \nCounty Council awarded the tender in the amount of $855\,941 plus HST for the project on September 23 to Cobourg Development Services Ltd. Council approved the project in the 2024 capital budget. \nIn addition to replacing the existing sanitary sewer\, the project includes replacing the watermain\, installing a new asphalt roadway and sidewalk\, and adding a curb and storm sewer to accommodate the curb. \nReconstruction work on York Street will take place between Picton Main Street and Mary Street this fall and next spring — no work will take place during the winter months. Because of long-standing issues with soil stability in the area and to avoid damaging adjacent buildings\, the design team considered unique ways to replace the pipe without digging a trench. \nTo accommodate the most viable replacement method\, the municipality will have to close the eastbound lane of Picton Main Street for several weeks in the late fall this year. Temporary traffic signals will ensure one lane of traffic always remains open. DESCRIPTION:An in-person public open house for the Cultural Heritage Master Plan (CHMP) will take place on Monday\, October 6. \nThe meeting will be held from 5 – 7 pm at the Rotary Hall inside the Prince Edward Community Centre (375 Picton Main Street). \nAt the meeting\, staff and the project consultant\, WSP\, will present the latest draft of the CHMP. Attendees can learn more about the plan and ask questions to the project team. \nThe County of Prince Edward is developing the plan to manage and protect its built heritage resources and cultural heritage landscapes. \nA built heritage resource is a building\, structure\, monument\, installation\, or any manufactured remnant that contributes to a property’s cultural heritage value or interest. \nA cultural heritage landscape is a defined geographical area that may have been modified by human activity and include features such as structures\, spaces\, archaeological sites\, or natural elements that are valued together for their interrelationship\, meaning\, or association. \nProtecting and enhancing Prince Edward County’s cultural\, heritage and natural assets for the future is a key objective within the municipality’s Strategic Plan 2023-2026. In addition\, the municipality’s Official Plan states that the municipality will identify cultural heritage resources while ensuring their conservation\, restoration\, maintenance\, and enhancement as part of the community’s ongoing evolution. \nCouncil directed staff\, when it adopted the Official Plan in 2021\, to prepare a Cultural Heritage Master Plan to help guide staff and the development community in this area. \nAs the project progresses\, additional in-person meetings will occur. SUMMARY:Climate Action Plan: Public Consultation
DESCRIPTION:The County of Prince Edward is taking action on climate change as a participant in the Partners for Climate Protection (PCP) program. The input and feedback from the public is crucial as the municipality and the community work toward creating a Climate Action Plan for both mitigating and adapting to the impacts of climate change at both the municipal and community level. \nBackground\nCounty Council declared a climate emergency in 2019. In 2021\, the municipality took another step in implementing effective measures to mitigate climate change when it became an active member of the Partners for Climate Protection (PCP) program. \nThe PCP program is a national network of more than 400 municipalities with the shared goal of taking action against climate change and reducing local greenhouse gas emissions. As a member of the PCP program\, the municipality is committed to meeting five milestones over the next 10 years: \n\nMilestone 1: Creating a greenhouse gas (GHG) inventory and forecast\nMilestone 2: Setting emission reduction targets\nMilestone 3: Developing a Local Action Plan\nMilestone 4: Implementing the Local Action Plan\nMilestone 5: Monitoring and evaluating progress\n\nThese steps are followed by the corporation and by the community in a collaborative approach to developing a plan to address climate change. Municipal staff are leading the portion of the action plan aimed at reducing the GHG emissions within the local government’s direct control or influence. The Climate Action Plan Working Group is responsible for quantifying the GHG emissions generated within the community as a whole. \nAt each of the consultation events\, participants are invited to: \n\nLearn more about the work being done by County staff and the Climate Action Plan Working Group\nExplore the initial GHG findings\nPut forward their views on proposed actions as well as their own suggested remedies. SUMMARY:Public Consultation Centre: Picton Master Servicing Plan
DESCRIPTION:The County of Prince Edward is undertaking a Master Servicing Plan Study to determine infrastructure needs for water\, wastewater\, and stormwater for the Picton/Bloomfield serviced area\, to support future growth and planned developments in the area. \nThe recently completed Regional Water Supply Servicing Master Plan identified the preferred alternative of connecting Picton/Bloomfield to the Wellington Drinking Water System and obtaining full servicing capacity from a new regional water treatment plant in Wellington. This preferred alternative has been incorporated into the Picton Master Servicing Plan. \nThe Master Servicing Plan Study is being carried out in accordance with the requirements of Approach 2 for Master Plans of the Municipal Class Environmental Assessment Process\, which is an approved process under the Environmental Assessment Act. Phases 1 and 2 of the EA process will be completed. \nThis is the second Public Consultation Centre (PCC) being held in relation to this study. This second PCC will present the preliminary preferred recommendations and seek public feedback on the information presented. The PCC will follow an open-house format. Project team representatives and County Staff will be available to answer questions and discuss next steps. \n  \n

SUMMARY:Public Information Meeting: Queen Elizabeth School redevelopment
DESCRIPTION:The County of Prince Edward will host a public information meeting on Wednesday\, September 25 for the Queen Elizabeth School redevelopment. \nThe meeting will take place at the Rotary Hall inside the Prince Edward Community Centre (375 Picton Main Street) from 6-8 pm. \nThe goal of the meeting is to present the history and plans for the redevelopment and to give the public the opportunity to better understand and provide input to the re-development project. \nAt the meeting\, municipal staff will give a brief presentation before seeking neighbourhood resident input toward best use of the site at Barker and Centre Streets\, inviting a conversation on an integrated affordable housing model. \nFollowing the public meeting\, staff will consolidate the comments and feedback and provide them to the prospective partners for use as they refine their proposals. Council has directed staff to provide a final recommendation on entering into an agreement with a private sector or non-profit partner in November of 2024. \nQuestions can be sent in advance to Elis Ziegler\, Affordable Housing Supervisor at eziegler@pecounty.on.ca or by calling 613.476.2148 extension 1529. \nBackground on redevelopment project  \nHastings and Prince Edward District School Board (HPEDSB) declared the school surplus to its needs in 2018. After a federal grant was denied in 2023 to re-develop the site for affordable housing and a community hub\, the municipality decided to purchase the 1.8-hectare property\, located at 35 Barker Street in Picton\, from the school board. \nThe objectives of the redevelopment project are to come closest to the original community vision for the site including: \n\nProviding as many affordable housing units as possible\, with affordability as defined in the County’s Municipal Housing Project Facilities By-Law\nCreating a community hub\, similar to the original vision\, for local organizations\nAllowing the municipality to recoup its investment in the property (approximately $1.5 million) within the 2024 calendar year\nBeing positioned to move forward with the redevelopment as quickly as possible\n\n  \nAn expression of interest (EOI) to the community was launched in the summer 2024 to move the vision to reality. SUMMARY:Public Consultation Centre: Transportation Master Plan
DESCRIPTION:A third and final public consultation centre (PCC) for the Transportation Master Plan (TMP) amendment for Picton will take place on Tuesday\, July 16. \nThe PCC will be held at the Prince Edward Community Centre (375 Picton Main Street). The PCC will take place from 6-8 pm and follow a drop-in format. \nAt the PCC\, the study team will provide a summary of the feedback received to date. The team will also present and gather feedback on the evaluation of alternative solutions\, recommended solutions\, and next steps in the study process. Members of the study team will be present to answer any questions. \nThe County of Prince Edward completed a County-wide TMP in 2021. The municipality is undertaking an amendment of the TMP for the Picton Settlement Area. The amendment is now required due to a higher level of growth projected within the study area\, beyond what was assumed as part of the 2021 TMP. \nThe TMP will assess the short- and long-term transportation infrastructure needs and deficiencies within Picton. The plan will identify improvements to the multi-modal transportation network in order to address existing and future travel demands. \nPublic consultation is an important part of the TMP. The first PCC was held on December 12\, 2023 and introduced the study. DESCRIPTION:The County of Prince Edward will host three public information centres (PICs) to share the initial list of municipal properties being considered for an organics management facility. \nThe meeting schedule is: \n\nTuesday\, March 19\, 5:30-7:30 pm\, North Marysburgh Town Hall (2699 County Road 8\, Waupoos)\nThursday\, March 21\, 5:30-7:30 pm\, Sophiasburgh Town Hall (2771 County Road 5\, Demorestville)\nWednesday\, March 27\, 5:30-7:30 pm\, Prince Edward Community Centre (375 Picton Main Street)\n\nAttendees at the PICs will have the chance to provide comments on the properties and the criteria used to evaluate them. Those comments will be a fundamental part of the evaluation process. \nIn 2022\, Council directed staff to prepare a study for a municipal organics management facility. The municipality is exploring this option in order to decrease reliance on external management sites and reduce the fixed costs associated with disposing of organics. These costs will increase in coming years due to growth and inflation. \nThe study will evaluate options for managing organic waste on a County-operated site. The study will evaluate several properties currently owned by the municipality as potential sites for operating a compost facility. The study will look at the requirements for developing a composting facility\, potential impacts to people and the environment\, possible technology choices\, and cost and make recommendations for a path forward. \nFollowing the PICs\, staff and the consultant for this study will complete the evaluation\, considering the feedback received at the PICs. SUMMARY:Public Information Meeting -- Base 31 Development
DESCRIPTION:The County of Prince Edward has received an application for an Official Plan amendment for the Base31 development in Picton. The planning application file number is OPA-04-23. \nThe subject lands are located in the south-east corner of Picton. They are bordered to the west by a steep escarpment leading to Marsh Creek\, to the north by the communities known as Picton Heights and the Macaulay Mountain Conservation Area\, to the east by Clarke Road\, and to the south by a wooded slope that leads to County Road 10. \nThe purpose of this application is to: \n\nAmend all schedules and maps of the Official Pan and Secondary Plan to support the proposed development\nAmend Schedule E of the Official Plan to remove the airport symbol and reflect the proposed road network of the lands\nAmend Schedule F of the Secondary Plan Service Areas Map of the Picton Urban Centre Secondary Plan within the Secondary Plan to redesignate the entire site as “Service Area 1” from “Service Area 3”\nAmend section 2.5 Mixed Use Areas of the Picton Urban Centre Secondary Plan to:\n— Amend the preamble language that describes the Mixed Use Areas to include the site\n— Add an additional Mixed Use Area category as 2.5.4 Base31 Development Area\n\nThe effect of the amendment will be to facilitate the development of a 304 hectare (750 acre) parcel of land for a destination arts and cultural commercial hub within the Revitalization District\, an interconnected open space network\, and a range of residential\, non-residential\, and cultural opportunities on full municipal services within the Picton-Hallowell Urban Area. \nIn addition to this application\, this public meeting will also address a request by Council to the Minister of Municipal Affairs & Housing to approve Base31 under the Community Infrastructure and Housing Accelerator (CIHA) program. \nThis public meeting is an information and consultation meeting. Public information meetings are held as part of the updated planning application process approved in 2021. After an introduction by County staff\, the applicant will present the proposal. If any member of the public would like to ask questions or make comments\, they will be able to do so after the presentation. \nThe statutory public meeting required under the provincial Planning Act will be held at a County Planning & Development Committee meeting\, but only after the public consultation meeting\, and once the assigned County planner has completed an analysis of the proposal and public comments. \nMaterials for this application can be viewed on the County’s website. SUMMARY:Public Consultation Centre (PCC) No. 2  - Picton Town Hill Intersection Improvements Study
DESCRIPTION:Prince Edward County has retained BT Engineering Inc. to complete a Schedule B Environmental Assessment for improvements to the Town Hill intersection in Picton\, Ontario.  The study has now evaluated all reasonable alternatives and is recommending a Technically Preferred Plan. The second Public Consultation Centre is being held in-person\, where staff and the consultant will present the Technically Preferred Plan as well as the Effects and Mitigation Plan.

DESCRIPTION:Information and help sessions are available in June for County residents who would like assistance applying for the Municipal Financial Relief Grant. \nIn-person sessions will take place on the following dates: \n\nWednesday\, June 14 from 10 am – 1 pm at the Prince Edward Community Centre (375 Picton Main Street)\nWednesday\, June 21 from 2 pm – 5 pm at the Wellington and District Community Centre (111 Belleville Street\, Wellington)\n\nIf you would like assistance completing your application\, please bring your water/wastewater bill or property tax bill and a Notice of Assessment for all household occupants. \nFree door-to-door transportation from any location in the County to these sessions can be arranged through County Transit. To schedule your ride\, call 1.855.283.9640 or email info@quintetransit.ca at least one day in advance. \nPrince Edward County residents who are having difficulty paying household expenses\, including water and wastewater bills\, can apply for financial relief through the Municipal Financial Relief Grant. SUMMARY:Public Information Centre: Reconstruction of Picton Main Street
DESCRIPTION:A Public Information Centre has been scheduled for the Picton Main Street Reconstruction Project. \nThe County is proposing to commence the reconstruction of Main Street in 2023 from Johnson Street to 250 metres east of Spencer Street. \nThe purpose of this Public Information Centre is to review and showcase the detailed design of the project\, and to provide pertinent information to the area residents and gather input from the stakeholders regarding the upcoming construction. \nThe proposed works associated with Main Street will involve the installation of new underground infrastructure including watermains\, sanitary sewers\, and storm sewers\, whereby following such installations the roadway will be reconstructed with new concrete curb and gutters\, concrete sidewalks\, and a new an asphalt roadway surface.

DESCRIPTION:A COVID-19 vaccination clinic will be held at the Prince Edward Community Centre (375 Picton Main Street\, Picton) on Tuesday\, April 25 from 3 pm to 6:30 pm \nThis clinic is by appointment only and is available to all people over the age of 6 months. You can book an appointment by going online to book or calling the Provincial Vaccine Contact Centre at 1.833.943.3900. \nThe Prince Edward Family Health Team is encouraging residents to get a bivalent booster as it increases your protection against severe COVID-19 from Omicron variants 40 per cent more than the previous boosters. \nThe COVID-19 vaccine clinic on April 25 will be the final one held at the Prince Edward Community Centre. Since the vaccine became widely available in Spring 2021\, 178 COVID-19 vaccination clinics have occurred at the Prince Edward Community Centre\, allowing thousands of County residents to get their vaccine close to home. \nEligible individuals can receive their vaccination at many participating local pharmacies\, by contacting the pharmacy directly.
