SUMMARY:Wellington Town Hall: Public Workshop
DESCRIPTION:A workshop on the future of the Wellington Town Hall will take place on Tuesday\, February 4. Attendees will have the chance to share their ideas and vision for the Wellington Town Hall. The workshop will take place from 6 – 8 pm at the Wellington and District Community Centre. Consultation with the public and key stakeholders as well as additional research will help inform the EOI. \nThrough the EOI process\, the municipality can outline specific conditions for protecting heritage values or stipulate any future use for the site. The EOI does not bind the municipality to accept any of the proposals or take any actions. In addition\, the EOI can request submissions that outline the proponent’s profile and its development plan. The EOI allows the municipality to understand a proponent’s projected use and operation of the property. \nA similar process was followed for the municipally owned property at 282/284 Wellington Main Street (the former Wellington Convenience Store/Pizzeria). SUMMARY:Public Information Meeting: Shore Lands designation of the Official Plan
DESCRIPTION:When Council approved the current Official Plan in 2021\, it directed staff to review the Shore Lands designation to determine if this designation is needed and/or which lands are best suited for this designation. \nA public information meeting for the review is scheduled for Tuesday\, October 15 from 6-8 pm at the Wellington and District Community Centre. \nThe Official Plan identifies Shore Lands as an important resource that shall be managed in a way that promotes appropriate and sustainable development\, with a focus on tourism and enhancing public access to the waterfront. \nShore Lands support a broad range of land and water-based recreational\, tourism-related commercial and residential uses\, which will continue to be developed in a sustainable manner that protects water resources and shoreline features\, as well as enhancing the public’s access to the water’s edge. \nThe review will place in two phases: \nPhase 1: October 2024 – January 2025: The municipality intends to initiate an Official Plan amendment to remove the Shore Lands designation from properties where the Shore Lands designation overlaps with Natural Heritage features and areas identified in the Official Plan. \nProperty owners impacted by the proposed Official Plan amendment will receive a mailed notice from the municipality in the coming weeks. \nThe municipality is proposing this change because certain uses permitted in the Shore Land designation have a greater potential for adverse impacts on natural environment features such as wetlands\, significant woodlands\, and escarpments. \nAdditionally\, the municipality proposes removing the Shore Lands designation in two areas outside the Natural Core Areas where development would not normally be supported under the policies of the Official Plan. These two additional areas are lands south of the Isaiah Tubbs Resort and lands at the end of Cressy Point. \nThe proposed Official Plan amendment would change the designation of these properties to either the Agricultural or Rural designation as illustrated on the four maps posted under “Important Documents” on the Have Your Say page. \nPhase 2 — January 2025 – May 2025: An evaluation of the goals\, objectives\, and policies of the Shore Lands designation. \nA comprehensive review of the designation will consider if the goals and objectives are still relevant and appropriate\, and if the policies need to be updated. \nThe review may also result in further changes to the schedules of the Official Plan\, including Schedule A: Land Use Designations\, and possibly Schedule F: Recreation and Tourism. \nTo learn more about the review and view the maps\, please visit the County’s Have Your Say page or contact Scott Pordham\, Policy Coordinator\, Development Services\, at 613.476.2148 extension 2024 or email spordham@pecounty.on.ca.

SUMMARY:Regional Water Supply Servicing Master Plan - Public Consultation Centre #2
DESCRIPTION:The County is undertaking a Master Plan Study to identify long-term drinking water servicing needs for the settlement areas of Picton\, Bloomfield\, Wellington\, Rossmore\, Ameliasburgh\, Peat’s Point\, Consecon and Carrying Place. \nA Public Consultation Centre (PCC) is being held to present the preliminary final recommendations for each water system\, results of activities completed to-date and to solicit public and stakeholder’s feedback on the information presented. \nThe PCC will follow an open-house format. Project team representatives and County staff will be available to provide information on the study findings\, answer questions and discuss next steps. \nThe Master Servicing Plan Study is being carried out in accordance with the requirements of the Municipal Class Environmental Assessment Process\, which is an approved process under the Environmental Assessment Act. This is the second of two PCC events planned for this study. The first PCC was held on August 17\, 2023 in Bloomfield.

The lands are located south of the Millennium Trail\, west of Cleminson Street\, and north of Wellington Main Street. \nThe application would result in the development of approximately 253 dwelling units consisting of: \n\nLane-fronting townhomes\nRear-lane townhomes\nBack-to-back townhomes\nSingle-detached homes\n\nThe site would be accessed from two points: one located on Wellington Main Street and the other located on Cleminson Street. \nMaterials for the applications can be viewed on The County’s website:\nhttps://www.thecounty.ca/z3-23-380-wellington-main \nThis public meeting is an information meeting only. Public information meetings are held as part of the planning application process. At a public information meeting\, the proponent/agent will present the proposal. If any member of the public would like to ask questions or make comments\, they will be able to do so after the presentation by the applicant. \nThe statutory public meeting required under the Planning Act will be a Planning and Development Committee meeting. The statutory public meeting would only be held after the public information meeting and when the assigned County planner has completed an analysis of the project. \n

SUMMARY:Wellington Water and Wastewater Infrastructure Public Information Centre
DESCRIPTION:The County of Prince Edward will provide a summary of information on the approved Wellington Master Servicing Plan (MSP) study completed in 2021 and the Development Charges (DC) Study completed in 2021. \nThe MSP has provided the framework for the Municipal Class Environmental Assessment (MCEA) studies for the Wellington water and wastewater treatment plants\, which are currently in progress. The DC Study provided the mechanism for which to collect fees from the growth sector. The upcoming PIC provides an opportunity for the public to refamiliarize the findings of both the MSP and the DC Study. \nAdditional information \n\nThe Wellington Master Servicing Plan\, completed in 2021\, identified projected growth of the Wellington Urban Area for both a 20 year and full buildout horizons and defined the associated infrastructure needs for the combined growth and existing populations.\nInformation of the projected growth and proposed development within the Wellington Urban Boundary will be illustrated at the PIC.\nFindings of the recent Development Charges Study for the Wellington Urban Area will be displayed to illustrate how the municipality will collect the defined share from the growth sector to ensure growth pays for growth-related infrastructure.\nThe PIC will follow a drop-in format. Project team representatives will be available to walk members of the public through\, answer questions and discuss next steps.\nThe municipality is currently undertaking two Schedule ‘C’ studies under the MCEA process\, further to the completion of the MSP in 2021. DESCRIPTION:The County is currently undertaking two concurrent Schedule C Municipal Class Environmental Assessment (Class EA) studies for the proposed replacement of the existing Wellington water and wastewater treatment plants. \nThe need to replace both existing treatment plants was identified in the Wellington Master Servicing Plan (MSP) completed in 2021. New water and wastewater treatment plants are required to accommodate projected growth in the area and to address current capacity limitations with the existing system. \nA Public Information Centre (PIC) is being held as part of the Class EA process. The PIC will inform attendees about the various different alternative design concepts evaluated throughout this Class EA process for both treatment plants. The PIC will also provide the preliminary preferred solution that is being considered. The County is seeking input and comment from the public to be incorporated into the planning and design of these two projects.

To schedule your ride\, call 1.855.283.9640 or email info@quintetransit.ca at least one day in advance. \nPrince Edward County residents who are having difficulty paying household expenses\, including water and wastewater bills\, can apply for financial relief through the Municipal Financial Relief Grant.
