Reports Arising from Closed Meeting

  • Coming out of the closed meeting, Council approved the Terms of Reference for the Negotiating Working Group of the County of Prince Edward (PEC) and Volunteer Firefighters (VFF) Association. Councillor Branderhorst and Councillor Nieman were then appointed to the Working Group as Council’s representatives.

  • Mayor Ferguson announced the Coldest Night of the Year Walk, and the Picton BIA ‘Great Main Street Warm Up!’ event February 28, 2026.
  • Mayor Ferguson proclaimed Violence Awareness & Random Acts of Kindness Week March 9 – 15, 2026 and the 115th International Women’s Day on March 8, 2026.

Administrative Monetary Penalties By-Law Update

Council asked staff to bring the By-Law to Amend By-Law 4519-2019 forward at the next feasible Council meeting for enactment. By-Law 4519-2019 is a By-law to establish a System of Administrative Penalties for Non-Compliance with By-Laws of The County of Prince Edward.

Council asked staff to bring a By-Law to provide for the Appointment of Screening and Hearing Officers for the Purposes of Administration of an Administrative Monetary Penalty System Within The County of Prince Edward to the next feasible Council meeting for enactment and approved the Appointment of Screening and Hearing Officers Policy.

Verbal report regarding “Housekeeping” update to By-Law 77-2021, By-Law to regulate and control open air burning

Council approved the By-Law to Amend By-Law 77-2021, being a By-Law to regulate and control open air burning, clarifying the fees for burn permits.

By-Laws for Consideration

  • Council held a recorded vote for the By-Law to place a question on the ballot for the municipal election to be held on October 26, 2026. Majority were in favour and the by-law passed by a vote of 10 to 4. Click here to view the by-law.

Picton Marina Update

Council had a discussion about the first year of operating the marina and how staff will continue to operate the marina in 2026 and look at potential future services.

Council authorized staff to engage in a discussion with the owner of the docks currently occupying Water Lot 1 regarding the partnership they have proposed and return to Council with a report outlining a draft operating agreement for the 2026 season.

Invest in Prince Edward County: Community Improvement Plan Development – Rural Ontario Development Fund Contribution Agreement

Council directed staff to bring a By-Law to authorize the execution of the Rural Ontario Development Fund Contribution Agreement between the County of Prince Edward and the Crown forward to the next feasible Council agenda for approval.
