The County of Prince Edward is continuing its rural road improvement program this month with the rollout of the 2026 Double Surface Treatment Program. Advance hand-delivered notices have been provided to properties directly impacted by the scheduled road work.
Work will begin on Tuesday, May 5 and take place Monday to Friday between the hours of 7 am and 6 pm. Preparatory work is expected to be complete by Friday, May 29. Contractor mobilization is anticipated to begin as early as Monday, June 1, weather permitting.
Nearly 20 km of County roads will receive double surface treatment in 2026. This treatment is used on roads where routine preservation is no longer sufficient, and rehabilitation is required to extend roadway service life. The work includes roadside drainage improvements, placement of new granular material, localized base stabilization, and application of a new double surface treatment with fog seal.
Road rehabilitation and double surface treatment will occur on the following roads:
- Salem Road, various spot locations between County Road 2 to west of Carnrike Road
- Victoria Road, various spot locations between County Road 23 to east of Badgley Road
- County Road 13 from Babylon Road to Civic Address 2183
- Carnrike Road from Lakeside Drive to Salem Road
- County Road 28 from Massassauga Road to the south entrance of Fenwood Crescent
- County Road 35 from Civic Address 823 to Civic Address 1226
- Blakely Road from County Road 33 to the end
Traffic control measures will be in place within active construction zones to protect workers and road users. Motorists are asked to remain vigilant, follow posted signage, and reduce speeds when travelling through work areas to ensure the safety of crews and the public.

County Operations crews will complete advance preparation work, including:
- Roadside brushing where required
- Inspection and replacement of roadway cross-culverts where required
- Ditching and high shoulder berm removal to improve roadside drainage
Work completed by Miller Paving Inc.
Construction and road rehabilitation activities completed by the contractor will include:
- Pulverizing the existing roadway surface
- Localized base repairs and stabilization where required to improve road structure and durability
- Re-grading and rebuilding the roadway with an improved granular base for cross-section
- Application of a new double surface treatment and fog seal
- Adjustment of driveway entrances, where required, to match the new roadway grade
