Project Overview

As part of Council’s 2026 budget deliberations, Council approved the CAO’s recommendation to undertake a Service Delivery and Organizational Review (SDOR) in 2026.

The SDOR excluded Prince Edward County Fire & Rescue, as a Fire Master Plan will be undertaken in 2026 under the leadership of the Fire Chief, which will achieve comparable outcomes. The review also excluded the Planning Division, given the recent completion of its service review, and Long-Term Care, where transitional plans are already underway in preparation for the new facility scheduled for completion in 2027.

Background/Additional Information

Municipal Vu’s final report found that the municipality is functioning well in many areas — supported by a committed workforce and strong community engagement. However, the municipality is operating under increasing structural, financial, and organizational pressures that are not sustainable over the long term.

To address the current situation, the final report sets out 13 opportunities focused on clarifying service levels, strengthening financial and asset management, improving governance and business planning, modernizing systems, and realigning the organizational structure.

The final report also highlights several key opportunities that will require Council consideration regarding:

  • What services the County intends to deliver and at what level and cost;
  • How infrastructure renewal and long-term financial pressures will be funded and prioritized; and
  • How Council and administration can continue strengthening governance roles, delegated authority, and organizational accountability to support
    efficient and effective service delivery.

Council has directed the Chief Administrative Officer to develop a multi-phased implementation plan and return to Council with regular updates as the plan is rolled out. As part of developing the implementation plan, the municipality is gathering community input on municipal service levels and priorities.

The County of Prince Edward engages Municipal VU Consulting to facilitate the review following a standard open Request for Proposals process.

Research and Interim Report

Municipal VU undertakes extensive engagement with Council and staff including:

  • Structured interviews with Council members, the CAO, and leadership staff (50+ hours)
  • A facilitated Strengths, Weaknesses, Opportunities, and Threats (SWOT) workshop with senior leadership
  • Staff survey with participation from across departments, including front-line staff (167 respondents)
  • Council survey to capture governance perspectives and priorities (all
    members)

Comparator benchmarking also undertaken using single-tier municipalities with similar population, service structure, and seasonal pressures. Comparators include Kawartha Lakes,  Norfolk County, and West Nipissing.
