Reports Arising from Closed Meeting

Council approved the Memorandum of Understanding between the Prince Edward County Volunteer Firefighters and the Corporation of the County of Prince Edward.

Council dissolved the Negotiating Working Group and directed staff to send letters of appreciation to all members.

Councillor Engelsdorfer announced Canada Day festivities in Wellington.

Councillor MacNaughton announced Canada Day festivities in Picton.

Mayor Ferguson proclaimed July 3, 4 and 5, 2026 as ‘In the Key of Blue’ Days.

Deputations

The Director and Playwright of In The Key of Blue, Mike Trites, addressed Council regarding ‘In the Key of Blue’ Days in Prince Edward County.

Paul Allen addressed Council regarding the Council Code of Conduct.

Presentations

The Integrity Commissioner, David Boghosian, addressed Council regarding the 2025-2026 annual report of the Integrity Commissioner.

Items for consideration

Supplemental Report: Council Remuneration Update

Council approved the updates to the Council Remuneration and Expense Policy CLS-08, as amended.

Council approved adjusting Council remuneration to align with the average of six comparable single-tier municipalities, effective January 1, 2027. This sets the pay at:

  • $96,590 for the Mayor
  • $40,422 for Councillors
Report: Supply of Propane Tender Award

Council awarded the tender to Rosebush Energies.

Report: Council Code of Conduct Update

Council directed the Clerk’s Office to commence public education in Q3 2026 regarding the Council Code of Conduct and accountability and ethical standards for elected officials.

Council directed staff to return in Q1 2027 with updates to the Code of Conduct for consideration by the new Council.

Report: Drinking Water Financial Plan Compliance Update

Council approved the Drinking Water Financial Plan, in accordance with the requirements of the Safe Drinking Water Act and Ontario Regulation 453/07.

Report: Wellington Trunk Main and Sanitary Pumping Station Project Overage

Council approved additional funding for:

  • Wellington Trunk Water Main;
  • Wellington Trunk Sanitary Main and Sanitary Pumping Station;

Council approved transferring the remaining watermain and sanitary sewer installation work to Strong Brothers General Contracting Ltd.

Report: Long-Term Financing for Wellington Trunk Infrastructure Projects

Council approved long-term financing of up to $31,132,293 for the Wellington Watermain Trunk and Wellington Sanitary Sewer Trunk projects.

Supplementary Report: Implications of Updated Population Growth Forecasts for Infrastructure Planning

Council adopted a County-wide growth rate of 1.0% as per the 2025 Growth Analysis Study on capital works infrastructure planning.

Council directed staff to advance the 1.0% Growth Rate Scenario #2B by developing a detailed financial strategy, engaging the public, exploring developer pre-payment agreements in Picton and Wellington, pursuing grant funding, and completing required environmental assessment amendments.

Report: Development Charges Reduction Program

Council directed staff to submit feedback to the Ministry of Municipal Affairs and Housing.

Report: Major Infrastructure Communications Framework

Council received the report for information.

The next Regular Meeting of Council will be held on Tuesday, July 21, 2026, at 7 pm at Shire Hall, 332 Main Street, Picton.

The next Committee of the Whole meeting will be held on Thursday, July 23, 2026, at 1 pm at Shire Hall.
