Council Recap – February 27 Regular Meeting of Council

Reports from Closed Session

Coming out of Closed Session, Council appointed several members of the public to various Committees of Council. The Clerk’s office will open additional recruitment opportunities for the Water and Wastewater Rates Community Committee in the coming weeks. More information about the County’s Committees and Board can be found on the County’s website.

Also coming out of the Closed Session, Council will execute a Memorandum of Understanding between the Prince Edward County Volunteer Firefighters and the Corporation of the County of Prince Edward.

Announcements

Councillor MacNaughton announced a notice of motion with Councillor Pennell for a call to action for accessibility supports to meet the Accessibility for Ontarians with Disabilities Act (AODA) 2025 deadline.

Councillor MacNaughton announced that International Women’s Day is on March 8. Mayor Ferguson proclaimed March 8 as International Women’s Day in the County.

2023 Canadian Arm-Wrestling Champions receive Civic Recognition Award
Three Civic Recognition Awards were presented to the 2023 Canadian Arm-Wrestling Champions Troy Eaton, Jack McAlpine and Mike MacInally.

Building Condition Assessments from Data Management Roth IAMS
Ayden Townsend, Practice Leader of Data Management Roth IAMS, addressed Council regarding a summary of building condition assessment. Roth IAMS was retained by the County to undertake a Building Condition Assessment of their portfolio (including 49 buildings) located across Prince Edward County. Council awarded the tender for stormwater improvements for Cold Storage Road, North Avenue and Division Street in Picton to Drew Harrison Haulage Ltd., in the amount of $345,478.00 plus applicable taxes. Click here to read the staff report.

Wellington Town Hall
Jennifer Cobb and Joanna Green addressed Council regarding the Wellington Town Hall and discussed the potential uses of it in the community. Click here to read both deputations.

Comments from the Audience

Richard Elliot provided comments on item 6.1 – the Wellington Town Hall. Richard expressed concern on the cost of necessary infrastructure upgrades, how the report does not consider any savings for using it as office space, and how divesting of the property would be the wrong option. He explained the importance of public spaces as Wellington grows, and quantifying the value it adds to the municipality.

Welllington Town Hall Expression of Interest Working Group
Council approved the creation of a Wellington Town Hall Expression of Interest Working Group. The Working Group will bring a recommendation to Council on the content and scope of an Expression of Interest related to the future use and potential sale of the Wellington Town Hall, as stated in the Terms of Reference. Asset Retirement Obligations and Proposed Policy
The Public Sector Accounting Board (PSAB) has a new accounting standard that will apply to the Corporation’s financial reporting starting with the 2023 financial statements. Click here to read the staff report to learn more about the new standard and how it will impact the County’s financial statements.

The next Regular Meeting of Council will be held on Tuesday, March 12, 2024, at 7 pm at Shire Hall, 332 Main Street, Picton. 

The next Committee of the Whole meeting will be held on Thursday, March 14, 2024, at 1 pm at Shire Hall.
