Announcements
Mayor Ferguson announced The Friends for Life Bike Rally happening Monday August 3, 2026.
Mayor Ferguson announced that the Clerk’s Office will be at various public events to discuss the election and talk about the importance of voting.
Mayor Ferguson made 2 proclamations:
- July 19 – 25th was proclaimed as National Drowning Prevention Week.
- August 9th was proclaimed as National Peacekeepers’ Day.

David Bronskill from Goodmans LLP addressed Council regarding Heritage Permit Application HP-06-26 for 20 & 24 Wharf Street (Drake Devonshire)

Comments from the Audience
There were four comments regarding the Development Services Report DS-41-2026 Supplementary Report – Implications of Updated Population Growth Forecasts for Infrastructure Planning.
There were six comments regarding the Heritage Permit Application HP-06-26 for 20 & 24 Wharf Street, Wellington (Drake Devonshire) recommendation.
There were three comments regarding the Cold Creek Subdivision Matter resolution.
There were four comments regarding the traffic calming on Bridge Street recommendation.
There was one comment regarding the resolution to reconsider motion 2026-117, which amended Schedule “C” of By-Law 75-2021 (the Parking By-Law).

Report: Asset Management Plan Legislative Update
Council received the report.
Report: Artificial Intelligence (AI) Governance Update
Council received the report for information.
Council authorized the Mayor and CAO to enter into a Sponsorship Agreement with Heidelberg Materials Canada Ltd. for the Naming Rights of the arena at the Wellington and District Community Centre.
Report: Upper Lake Street Building and Cherry Valley Depot
Council resolved that both parcels of the municipalities land are to be declared surplus to the needs of the municipality for the purpose of divestiture.
Council directed the CAO to provide a “lessons learned” report, to serve as a resource for managing future complex planning applications and inter-agency agreements for Q1 2027.
Council approved that any motion to reconsider a previously decided matter shall require a two-thirds (2/3) majority vote of the members present and voting.
Council amended Schedule “C” of the By-Law to Regulate And Control Parking to include Picton Main Street extending easterly from 392 Picton Main Street to the southerly limits of 402 Picton Main Street – 8am to 6pm daily.
By-Laws for Consideration
Council passed the By-Law to authorize the transfer payment agreement for funding of $44,500,000 for the rehabilitation of County Road 49.

Items for consideration
Report: Prince Edward County Climate Action Plan
Council adopted the Climate Action Plan.
Council directed staff to conduct a Climate Risk and Vulnerability Assessment and to schedule quarterly grant reviews for external funding opportunities.
Staff will schedule quarterly grant reviews for external funding opportunities.
Council asked staff to bring an increase to the Climate Reserve Fund to the 2027 Budget for consideration.
Report: Procurement By-law and Policy Update
Council approved the new By-Law to Govern the Procurement of Goods and Services.
Report: Updates to the Physician Recruitment Program
Council directed staff to establish a Reserve for Physician Recruitment and Retention to be used as a funding source for return of service incentives for physicians recruited through the County Docs program.
Report: Staff Parking Protocol Pilot Program
Council received the report for information.
Council delegated authority to the Chief Administrative Officer to execute an Agreement of Purchase and Sale for the purchase of the lands.
Council directed that the Agreement includes a License Agreement for use of the transferred portion by The Prince Edward County Affordable Housing Corporation for construction staging, parking and a public walkway.
The next Regular Meeting of Council will be held on Tuesday, August 25, 2026, at 7 pm at Shire Hall, 332 Main Street, Picton.
The next Committee of the Whole meeting will be held on Thursday, August 27, 2026, at 1 pm at Shire Hall.
