Council Highlights – September 10 Regular Meeting of Council

Motions from Closed Session

Council will seek a separate legal opinion about the advice the Corporation has received regarding the approved minutes of the settlement agreement with Picton Terminals, prior to bringing the By-Law forward for consideration.

Announcements

Councillor Pennell invited the public to the Ameliasburgh Fair (September 21) held at the Roblin Lake Fairgrounds.

Deputations
4 members of the public made deputations to Council regarding the Picton Terminals. Each deputation can be found on the September 10 Council agenda.

Comments from the Audience
7 members of the audience spoke to Council about the Picton Terminals. There were discussions surrounding the potential for increased traffic on Highway 49, the affects of the Picton Terminals will have on the environment and what rules and regulations are in place.

Andrew Eldebs of Chachet Homes Inc. provided a comment regarding the Tender Award Contract – Design Services for New Wellington Wastewater Treatment Plant. He spoke in support of the tender award and noted that when entering new markets infrastructure is top of mind.

Tender Award Contract – Design Services for New Wellington Wastewater Treatment Plant
Council awarded the tender award contract for the design services for the new Wellington Wastewater Treatment Plant to CIMA Canada Inc. in the amount of $1,447,383.00 plus all applicable taxes.

Housing Accelerator Fund 2 Application
Staff will apply to the Housing Accelerator Fund 2 for funding to put towards affordable housing. Click here to learn more.

Staff will be returning to Council with an updated County Housing Plan and Needs Assessment for annual review reoccurrence before the end of 2024.

Integrity Commissioner Report regarding Code of Conduct Complaints: Picton Terminals Litigation
Council received the Integrity Commissioner’s report regarding Code of Conduct Complaints about the Picton Terminals Litigation. It was stated that there was no evidence to recommend a sanction against any Council member. It was also noted that there is an expectation that when Council is in-camera dealing with confidential matters, that they shall remain confidential. Presentations

Presentation to Provide Integrated Addictions Care to the County’s Community Plan

Brandi Hodge, Executive Director of the United Way Hastings & Prince Edward, made a presentation to Council on behalf of the coalition of 6 other local organizations (Quinte Health, Belleville Quinte West Community Health, Public Health HPE, Hastings County, Loyalist College and Hastings – Quinte Paramedics) regarding providing integrated addictions care into the County’s Community Plan.

 

The Mayor will send a letter to the Premier of Ontario, the Hon. Doug Ford, the Deputy Premier of Ontario, the Hon. Minister Jones in support of an Integrated System for Addiction Care in Belleville And Hastings Prince Edward, and be shared with Prince Edward County non-profit organizations.

CAO Update – Second Quarter Report
After receiving the CAO’s Second Quarter Report, Council directed staff to defer work on the following items and bring them back to the next term of Council for future consideration:

  1. Millennium Trail Salem Road Rest Stop Area
  2. Medical Waste Management Exemption
  3. Possible Pet Cemetery and Long-term Strategy to Manage Pioneer Cemeteries
  4. Water Wastewater Bylaw Review (Sewer System Discharges, Backflow/Cross Connection)
  5. Remaining Bylaw and Policy Review – Various (Livestock and Poultry Vendors, Fences on Municipal Lands, Licensing of Dogs, Lot Grading and Drainage, Location of Communication Towers)
  6. Temporary Worker Housing for Skilled Trades at Active Development Sites

Options for Management of Non-Eligible Recycling Materials
Staff will establish non-eligible recycling material locations at each of the waste sites in Prince Edward County to improve recycling options for non-eligible sources and to procure private services to collect and market non-eligible recyclables from the waste sites.

Staff will extend the operating housings for the Wellington and Sophiasburgh waste transfer sites by opening on Wednesdays as the transition begins (approximately July 2025) and will report back to Council in the second quarter of 2027.

Staff will also undertake an education program to inform the public of the upcoming changes to the recycling collection system and renew the participation in the program. Click here to read the staff report for more information.

Reappointment of a Councillor to the Water and Wastewater Rates Community Committee
Councillor Pennell resigned from the Water and Wastewater Rates Community Committee. Councillor Maynard was appointed to serve on the Committee.

Verbal Update from Mayor Ferguson regarding the Eastern Ontario Wardens’ Caucus Advocating for Regional Priorities at the Association of AMO
Mayor Ferguson provided a verbal update to Council regarding the Eastern Ontario Wardens’ Caucus (EOWC) advocating for regional priorities at AMO. He noted how homelessness and the mental health crisis are solvable with the EOWC working together. The next EOWC meeting is in October 2024.

The next Regular Meeting of Council will be held on Tuesday, September 24, 2024, at 7 pm at Shire Hall, 332 Main Street, Picton. 

The next Committee of the Whole meeting will be held on Thursday, September 26, 2024, at 1 pm at Shire Hall.
