Council Highlights – January 31, 2023 – Special Meeting of Council

Battery Storage Energy Systems Project

John Kozak, COO of Solar Flow-Through Funds, and Andrew Van Doorn, COO and Head Engineer of Abundant Solar Energy addressed Council regarding Battery Energy Storage System (BESS) IESO RFP for the Procurement of Expedited Long-Term Electricity Reliability Services in Prince Edward County (500 Mowbray Road).

Council endorsement was sought to enable the Proponent to receive Rated Criteria points under E-LT1 RFP or to satisfy its obligations under any awarded E-LT1 Contract as part of the proposal to construct and operate Long-Term Reliability Projects. The motion to endorse was not carried.

 

Council Appointments to Advisory Boards and Committees

Members of Council self-nominated for the various Committees, Boards, Corporations and external agencies for the term of Council in accordance with Appendix 2 of the County’s Procedural By-Law.

Please note: The PEC Emergency Management Municipal Control Group appointment was completed on December 14, 2022.

The appointments for external boards/committees/corporations are as follows for this term of Council:

  • Councillor Pennell has been appointed to the Loyalist Parkway Association
  • Councillor Braney has been appointed to the Prince Edward Chamber of Commerce
  • Mayor Ferguson, Councillor Nieman and Councillor Branderhorst have been appointed to the Prince Edward Lennox & Addington Social Services Committee
  • Councillor St-Jean has been appointed to the Picton Business Improvement Association (BIA)
  • Councillor Roberts and Councillor MacNaughton have been appointed to the Public Library Board
  • Councillor Maynard and Councillor Hirsch have been appointed to the Quinte Conservation Authority
  • Councillor Pennell has been appointed to the Quinte Source Protection Committee
  • Councillor Engelsdorfer has been appointed to the Quinte Waste Solutions – Centre & South Hastings Waste Services Board
  • Councillor Grosso has been appointed to the Visit The County Destination Marketing Organization (DMO)
  • Mayor Ferguson and Councillor Maynard have been appointed to the Police Services Board
  • Councillor Nieman and Councillor St-Jean have been appointed to the Housing Corporation

 

The appointments for internal advisory committees are as follows for this term of Council:

  • Councillor MacNaughton and Councillor Pennell have been appointed to the Accessibility Advisory Committee
  • Councillor Prinzen and Councillor Branderhorst have been appointed to the Agricultural Advisory Committee
  • Councillor Hirsch, Councillor Braney and Councillor Engelsdorfer have been appointed to the Audit Committee
  • Councillor Harrison and Councillor St-Jean have been appointed to the Committee of Adjustment
  • Councillor MacNaughton and Councillor Hirsch have been appointed to the Environmental Advisory Committee
  • Councillor Maynard, Councillor Grosso and Councillor Prinzen have been appointed to the Traffic Advisory Committee
  • Councillor Braney and Councillor Hirsch have been appointed to the Built & Cultural Heritage Advisory Committee
  • The following Councillors have been appointed to the Ward Recreation Committees:
    • Councillor MacNaughton – Picton
    • Councillor Nieman – Bloomfield/Hallowell
    • Councillor Maynard – Ameliasburgh
    • Councillor Engelsdorfer – Wellington
    • Councillor Branderhorst – Athol
    • Councillor Roberts – Sophiasburgh
    • Councillor Braney – Hillier
    • Councillor Harrison – North Marysburgh
    • Councillor Hirsch – South Marysburgh
  • Councillor Nieman, Councillor St-Jean, Councillor Maynard, Councillor Hirsch, Councillor MacNaughton and Councillor Braney have been appointed to the Nominating Committee. The Nominating Committee composition in Policy CLS-07 was amended to include 6 members of Council instead of 5.
  • Councillor MacNaughton and Councillor Hirsch have been appointed to the Hastings Prince Edward Public Health Committee
  • Councillor Branderhorst has been appointed to the Hastings/Quinte Emergency Services Committee
