The County of Prince Edward has updated its Fees and Charges By-law for specific municipal services and activities that the municipality will provide in 2025.
Fees and charges assist in covering a portion of the cost of delivering specific services therefore easing the financial impact on tax and user ratepayers.
The by-law changes were approved by Council at its November 12, 2024 meeting. Some highlights of the changes include:
Schedule A: Finance, Clerk’s, and GIS Services
- A new fee for change of ownership (title change for sales and transfers).
- A minor increase for marriage licence fees.
Schedule B: Fire & Rescue
- A new fee for installation of smoke or carbon monoxide alarms in a licenced short-term accommodation due to non-compliance with the Fire Code.
- A new fee for battery fires due to electric vehicles.
Schedule C: Waste management
- Increased fee for municipal bag tags to $3.50 to offset increased expenditures related to operating this partial user-pay program.
Schedule D: Transportation Services
- Increases to the various permit fees to better reflect the level of administrative effort required for review and approval.
Schedule E: Development Services
- All fees adjusted by an amount equal to the consumer price index (CPI) for Canada, as determined by Statistics Canada. This increase in 2025 it is expected to be 2.7 per cent.
- A recirculation fee added to zoning and official plan applications to ensure consistency with other types of development applications.
- An increase to the pre-servicing agreement fee.
- Fees added to Lifting Part Lot Control By-law and extension of time limit for part lot control.
- Additional $100 charge for amendments to conditions of approval.
- A new fee associated with the control of access to properties.
- A new fee for recirculation of dormant planning application files.
- A new fee that allows the municipality to recoup the cost of providing various municipal services to a new subdivision between occupancy and assumption.
Schedule J: Parking Control, Schedule K: Municipally Operated Cemeteries and Schedule L – Summer Pass
- Increase in EV charging fees to $2.50/hour from $2.25/hour.
- A modest increase in cemetery fees in line with industry standards.
- Addition of a $10 fee to replace a PEC Summer Pass.
Schedule U: Ice Rental Rates
- 5 per cent increase in ice rental rates, keeping Prince Edward County in the mid-range for rates compared to surrounding municipalities.
Schedule Z: Public Transit Fares
- Children 13 and under will ride County Transit for free in 2025 as a way to encourage the use of public transit.
- Reduction of the one-way adult fare to Belleville to $10 from $11 because Belleville no longer accepts transfers issued by County Transit.
