Reports Arising from Closed Meeting

Report: The Corporate & Legislative Services Department regarding Approval of Unifor Collective Agreement.

Council approved the Collective Agreement between the Corporation of the County of Prince Edward and Unifor Local 8300.

Announcements

Councillor Grosso announced the County Cares concert happening on September 6, 2026, at the Regent Theatre, with proceeds benefiting local food banks.

Councillor Braney raised concerns regarding cellphone service quality in Prince Edward County and its potential impact on public safety.

Councillor St-Jean announced that the Picton Fair is occurring on September 11-13, 2026.

Mayor Ferguson made 5 proclamations:

• August 31 was proclaimed as International Overdose Awareness Day.
• September was proclaimed as Fetal Alcohol Spectrum Disorder Awareness Month, Suicide Prevention Month and Childhood Cancer Awareness Month.
• September 9 is Fetal Alcohol Spectrum Disorder Day.

Items for consideration

Resolution: Councillor Nieman seeking Council support to organize a stakeholder meeting regarding the pickleball court project of community interest

Council directed staff to hold an additional stakeholder engagement meeting.

Council directed staff to report back with a summary of the survey and public engagement results prior to the end of Q1 2027.

Report:  Wellington Town Hall Update

Council acknowledge that the Wellington Town Hall Stewardship Association has successfully demonstrated readiness to assume future stewardship responsibilities for the Wellington Town Hall.

Council directed staff to undertake the necessary preparatory work.

Report: Heritage Permit File No. HP-06-26 – Drake Devonshire GP Inc. 20 & 24 Wharf Street, Ward of Wellington

Council resolved that the final construction drawings shall conform substantially to the drawing package from Superkül Architects dated May 9, 2025 with the provision that additional windows may be added to the north facade at the discretion of the Director of Development Services.

Report: Wellington Dukes Junior A Hockey Club Ownership Transfer and Updated Agreement

Council approved the License and Use Agreement between The Corporation of the County of Prince Edward and Wellington Hockey Development Ltd., for the use of the Wellington and District Community Centre

Recommendation: Audit Committee Draft Consolidated and Trust Funds Financial Statements of The Corporation of the County of Prince Edward for the year ended December 31, 2025

Council approved the recommendation as presented.

Recommendation: Built & Cultural Heritage Advisory Committee Heritage Permit Application HP-16-26 for 2179 County Road 17, South Marysburgh (Milford United Church/Mount Tabor Playhouse)

Council approved the Heritage Permit Application HP-16-26 for 2179 County Road 17, South Marysburgh (Milford United Church/Mount Tabor Playhouse).

Report: Water Wastewater Financial Strategy Report

Council did not approve the recommendations in the report as a recorded vote was held, and the motion lost 5-6.

Report: Exploration of Municipal Support Options for a Dark Sky Preserve

Council directed staff to develop a Dark Sky Policy aligned with the principles of the Canadian Guidelines for Outdoor Lighting.

Council directed staff to work with the South Shore Joint Initiative to establish a Memorandum of Understanding regarding the use of Mariners Park Museum lands for astronomy-related programming, public education, and dark sky viewing activities

Report: Nicholas Street Homes Limited Development Fee Waiver Request

Council directed staff to return with a By-Law and Development Charges Act Development Agreement with Nicholas Homes Limited to secure a 25-year commitment of 31 of the 120 rental housing units in Building E for the Nicholas Street Homes Development.

Resolution: Support for MFOA: Making Permanent the Doubling of the Ontario Community Infrastructure Fund (OCIF)

Council of the Corporation of the County of Prince Edward supported MFOA’s letter to the Ministry of Infrastructure.

The next Regular Meeting of Council will be held on Tuesday, September 8, 2026, at 7 pm at Shire Hall, 332 Main Street, Picton.

The next Committee of the Whole meeting will be held on Thursday, September 10, 2026, at 1 pm at Shire Hall.
