Reports Arising from Closed Meeting

The meeting commenced at 5:30 in a closed meeting. Out of closed meeting came the appointment of the following individuals to the Joint Election Compliance Audit Committee for the 2026-2030 Term:

Announcements

Councillor Pennell announced the Your Seat at the Horseshoe workshop for potential candidates wanting to run for office on March 31, 2026 at 6:00 p.m. and the Wellington Town Hall. Learn more about the workshop here.

Councillor St-Jean announced the Picton BIA Annual General Meeting March 25, 2026 at 6:30 p.m. at Macaulay

Mayor Ferguson proclaimed the Canadian Cancer Society Daffodil Month campaign, proclaimed April as BeADonor Month and encouraged all citizens to learn more about organ and tissue donation and transplantation. Report: Establishment of the Joint Municipal Election Compliance Audit Committee for the 2026-2030 Term of Office

Council approved the establishment of a Joint Municipal Election Compliance Audit Committee with the Bay of Quinte municipalities and school boards.

A by-law to establish and appoint members to the Joint Municipal Election Compliance Audit Committee for the 2026-2030 Term of Office is to be brought forward to the April 7, 2026 Council meeting for enactment.

Council award Tender PEC-OPS-6-26 (Grass Cutting Services) Ameliasburgh, Picton, and Wellington Wards to 2842793 Ontario Inc.

Council award Tender PEC-OPS-6-26 (Grass Cutting Services) Bloomfield/Hallowell and Hillier Wards to Breadman Property Care.

Council award Tender PEC-OPS-6-26 (Grass Cutting Services) North Marysburgh Ward to Martin’s Construction & Demolition Inc.

Council award Tender PEC-OPS-6-26 (Grass Cutting Services) Athol, South Marysburgh, and Sophiasburgh Wards to Find A Way Property Maintenance Inc.

Report: Award of Tender – Line Painting and Pavement Marking

Council award Tender PEC-OPS-2-26 (Line Painting and Pavement Markings) to Stoneline Ltd. in the amount of $333,994.94 plus applicable taxes.

The projected surplus within the approved 2026 Operating Budget for pavement markings were directed towards refreshing three (3) Commemorative Crosswalks and two (2) Pride Crosswalks within the County.

Report: The Renewal of the Land Ambulance Service Agreement

Council approved the Land Ambulance Service Agreement.

A By-Law authorizing the execution of the Land Ambulance Service Agreement between The Corporation of the County of Prince Edward and the Corporation of the County of Hastings was approved.

Report of the Committee of the Whole meeting held on March 12, 2026

Council adopted the report of the Committee of the Whole meeting held on March 12, 2026, except the motions pertaining to timing of election signs.

Council voted to change the by-law so that no person shall place an election sign for a municipal election until the candidate has filed their nomination with the Clerk.

Deputation

The Artistic Director for the Department of Illumination (Krista Dalby) addressed the Committee regarding the install of a classroom portable at Macaulay Village Park.

Jennifer Hunter and Casey Hinesman, Macaulay Village Neighbourhood Group addressed the Committee regarding the install of a classroom portable at Macaulay Village Park.

Council declared this project at Macaulay Village Park by the Department of Illumination a ‘Project of Community Interest’ for the purposes of receiving donations and issuing official donation receipts for income tax purposes.

Staff were then directed to bring forward a partnership agreement with Department of Illumination, for the purposes of executing the financial arrangements for the Project of Community Interest to the next feasible Council meeting for approval.

Comments from the Audience

Christine Durant, Prince Edward Learning Centre, spoke in support of the install of a classroom portable at Macaulay Village Park. She read letters of support from Melanie Machado, Fiona Kerrigan-Curtis, Kerry Johnson, and Amie Frost Lewis. Christine Durant advocated that this community space will make a difference for all and be used by several community partners.

Jerri-Lynn Ostroskie spoke in support of the install of a classroom portable at Macaulay Village Park. She noted the space will combat isolation, emergency supports and promote sustainability.

Constable Nicole Cordingley spoke in support of the install of a classroom portable at Macaulay Village Park. She noted initiatives like this build trust and create opportunities for positive community engagement which aid community safety and well-being.

Report: Corporate Strategic Plan – 2026 Progress Report

Council referred the report back to staff for clarity on key performance indicators regarding agriculture, fire, equity and youth engagement.

Report: Proposed Lease Agreement for Water Lot 1 (Picton Harbour)

Council approved the terms of the draft Lease Agreement and allow staff to proceed with finalizing the agreement.

A By-Law to approve the terms of the Lease and Operating Agreement between the Corporation of the County of Prince Edward and Casa Dea Finance Limited, for Water Lot 1, Picton Harbour, will be brought forward to the April 7, 2026 Council meeting for enactment.

A By-Law to amend the 2026 Fees & Charges By-law 148-2025, to enact new charges for seasonal and transient slip rental rates including hydro and water services, will be brought forward to the April 7, 2026 Council meeting for enactment.
