Council Highlights – October 8 Regular Meeting of Council

Motions from Closed Session

Council received the confidential independent legal opinion prepared by an external law firm (Loopstra Nixon), as directed by Council on September 10, 2024 via Motion 2024-395 regarding the Picton Terminals matter.

Announcements

Councillor Nieman announced notices of motion for the October 22 Council meeting regarding used heating oil capabilities and staff investigating using salt brine for winter maintenance.

Councillor Pennell announced a notice of motion for staff to explore the pros and cons to Prince Edward County adopting a two-tax system, one being for rural properties and one being for urban properties.

Councillor St-Jean announced a notice of motion with respect to intent to reconsider Council’s decision with respect to Motion 2024-356 from the August 14, 2024 Planning & Development Committee meeting regarding File No.: B8-23 & Zoning By-law Amendment File No. Z8-23, – 70 Pleasant Bay Road.

Councillor Engelsdorfer announced Pumpkin Fest on October 19 and encouraged all to attend and enjoy the festivities.

Mayor Ferguson proclaimed October 15 as Pregnancy and Infant Loss Awareness Day and October 17 as International Day for the Eradication of Poverty.

Presentations
Shannon Coull, Executive Director of Prince Edward County Memorial Hospital Foundation, Stacey Daub, President and CEO of Quinte Health, and Nancy Parks, Chair of the ‘Back the Build’ campaign, addressed Council regarding the ‘Back the Build’ pledge installment.
Council provided accolades for the tremendous work of the Prince Edward County Memorial Hospital Foundation and considerate design. Click here to view the presentation.

Comments from the Audience
John Thompson and Ken Stewart spoke to Council about By-law 13.1.1 – A By-law to Authorize the Mayor and Chief Administrative Officer to Execute Minutes of Settlement between The Corporation of the County of Prince Edward and ABNA Investments Ltd. O/A Picton Terminals. Discussions included John’s support for the construction of the grain terminal at the port which will result in better pricing for County farmers. He advised of the benefits to the agricultural sector, including a reduction in trucking costs and providing more local capacity for completing a harvest. Ken urged Council to not approve the By-Law, and potential Ministers Zoning Order (MZO).

Council Approves Proposed Schedule of Meetings for 2025
Council approved the 2025 Statutory and Advisory Board/Committee meeting schedule for 2025. Advisory Board/Committee Meetings, with certain exceptions will continue to be held electronically with the opportunity to meet in-person once per year, at minimum.

Public Meeting: Closing, Declaring Surplus and Conveying Portion of Road Allowance Between Ameliasburgh and Sophiasburgh Wards

Period Poverty Pilot Project Update
Council approved the continuation of the Period Poverty Project and that the cost of products be included in the annual operating budgets going forward. Click here to read the staff report.

Prince Edward County Public Art Plan
Council approved the draft 2025-2030 Prince Edward County Public Art Plan. Staff will work with County Arts and the Public Art Committee to return to Council in Q2 of 2025 with a Public Art Policy informed by the Plan.
The CAO will enter into a three year partnership agreement (2025-2027) with the Prince Edward County Arts Council and allocate $30,000 per year as part of annual operating budgets for County Arts to administer and oversee the Prince Edward County Public Art Program.
Council will also support the procurement of public art through the Public Art Program over the three year partnership agreement at an amount of $30,000 per year as part of annual operating budgets to activate public art initiatives throughout Prince Edward County. Pre-Budget 2025 Direction
Staff will defer work on all potential 2025 capital projects that are not grant supported, urgent or time sensitive, to allow for the service standard decisions to come in early 2025.
Staff will continue with the Municipal Finance Tax Relief Grant Program in the proposed 2025 Budget.
Staff will revise the ice allocation policy that removes the 10-day cancellation option, as recommended by Sierra Planning & Management, to maximize ice rental utilization
Staff will also explore utilizing Municipal Accomodation Tax (MAT) Tax funds for the services created during the COVID-19 pandemic of portable toilets in parks and boat launches as part of the 2025 Budget. Click here to read the staff report.

 

The next Regular Meeting of Council will be held on Tuesday, October 22, 2024, at 7 pm at Shire Hall, 332 Main Street, Picton. 

The next Committee of the Whole meeting will be held on Thursday, October 24, 2024, at 1 pm at Shire Hall.
