Council Highlights – September 24 Regular Meeting of Council

Announcements

Councillor Pennell noted the Ameliasburgh Fair had a great attendance and thanked Councillor Grosso for his assistance.

Councillor Braney brought forward a notice of motion for a future Council meeting pertaining to Integrity Commissioner services. The Clerk will bring forward options on the Integrity Commissioner contract for Council consideration on next steps.

Councillor Roberts announced that Marie Wilson will be giving a first-person account on October 2 at 2 pm at the Picton Library to discuss the truth and reconciliation process firsthand.

Mayor Ferguson proclaimed September 30 as National Day of Truth and Reconciliation, which included 94 calls to action. He also proclaimed September 28 as British Home Child Day, October 1 as National Seniors Day and Fire Prevention Week.

Presentations

Mayor Ferguson presented a Civic Recognition Certificate to Jim Dunlop for his outstanding contributions and unwavering commitment to the community including serving as Warden during the last term before amalgamation and as Councillor for Wellington three times.

Deputations
Paul Allen addressed Council regarding the September 10 report to the Office of the Integrity Commissioner regarding Code of Conduct Complaints. Click here to view the deputation.

Tender Award – Union Street Sidewalk
Council awarded the Union Street sidewalk tender award to Earth-Crete Ontario Inc. in the amount of $441,155.00 plus all applicable taxes.

Design and Installation of a Fire Sprinkler System and Fire Alarm Panel Upgrade at H.J. McFarland Memorial Home
The County referred this item back to staff to provide the costing for the alternative solution.

David Potts and Billy Wright made deputations to Council regarding Glen Lane.

Greg Locke addressed Committee regarding assessment of responsibility to provide Solid Waste Collection to Freehold Condominium Residents of the Port Picton Homes Subdivision.

Assessment of Responsibility to Provide Solid Waste Collection to Freehold Condominium Residents of the Port Picton Homes Subdivision
Staff will explore the establishment of an internal process to facilitate a charge-back for services provided to any future developments prior to municipal assumption of infrastructure and bring forward as part of a subsequent update to the Fees and Charges By-Law. Application of Section 35 of the Municipal Act, 2001 in Relation to Glen Lane
The draft By-Law to regulate the usage of public right of ways in The Corporation of the County of Prince Edward was amended :

  1. By adding to section 1 a definition for “Designated Hedgerow”;
  2. By adding a new paragraph to section 3. GENERAL PROHIBITIONS, regarding Cut, trimming or damaging any bushes, trees or other natural vegetation within a Designated Hedgerow; and
  3. By strengthening section 5 regarding the TERMS AND CONDITIONS OF PERMITS; and
  4. By reviewing it in the context of supporting the rural/agricultural character of the community.

Council will endorse the draft by-law to regulate the usage of public rights of ways, in the County of Prince Edward, subject to the applicable amendments. The by-law, with the applicable amendments, will be approved at the next feasible Council meeting.

The next Regular Meeting of Council will be held on Tuesday, October 8, 2024, at 7 pm at Shire Hall, 332 Main Street, Picton. 

The next Committee of the Whole meeting will be held on Thursday, October 10, 2024, at 1 pm at Shire Hall.
