Single and double surface treatment program to begin on various roads August 20

Contractors retained by the County of Prince Edward will be completing single and double surface treatment applications on various roads beginning Wednesday, August 20. Due to equipment issues, single surface treatment was not completed earlier in the summer. As a result, both single and double surface treatment will be completed at this time.

This work is part of the 2025 rural road preventative maintenance program.

The following roads will be affected and are scheduled for single surface treatment this year:

  • Massassauga Road (County Road 28 to end)
  • Mitchells Crossroad (County Road 17 to County Road 13)
  • Old Cheese Factory Road (entire length)
  • Walmsley Road (County Road 24 to Bond Road)
  • Lucks Crossroad (County Road 8 to County Road 17)
  • Sunrise Drive (Massassauga Road to the end)

The following roads will be affected and are scheduled for double surface treatment this year:

  • County Road 13 (Civic Address 3641 to Babylon Road at Civic Address 2775 County Road 13)
  • County Road 19 (Civic Address 538 to Cunningham Road at 1101 County Road 19)
  • County Road 35 (County Road 15 to Green Point Lane)

Minor traffic disruptions and single lane closures are expected during the work. The operation is mobile within the lane closure, and little disruption to property access within the work zone is expected.

Single surface treatment is a preventative maintenance tool that preserves and reinforces existing surface treated roads to extend their life expectancy.

Double surface treatment is a rehabilitation process that typically involves pulverizing the existing surface, stabilizing the base, and adding new granular material, followed by the application of two successive layers of surface treatment.

The surface treatment process consists of spraying a uniform application of asphalt emulsion (liquid binder), immediately followed by spreading a layer of cover aggregate (stone). Once placed, a fog seal—a light application of hot emulsion—is applied over the surface. The fog seal helps bind the aggregate, reduces stone loss, and minimizes dust. Warm temperatures and traffic further aid in embedding the aggregate into the asphalt emulsion, resulting in a durable road surface.

The 2025 rural road maintenance and rehabilitation plan focuses on preventative maintenance techniques, such as single surface treatment and micro surfacing as determined by the asset management plan for the roads.
