Roads where both the surface and subsurface structure have failed typically require reconstruction with new base and subbase. Generally, full road reconstruction requires some design work or study by external consultants before reconstruction can begin. Road reconstruction projects may also be undertaken in conjunction with underground water and wastewater infrastructure renewal.

Due to the complex nature of road reconstruction projects, the Development Services Engineering group leads the road reconstruction program.

The road reconstruction and design work planned for 2023 will be shared in spring 2023.
