Barker Street and Bowery Street Reconstruction
The County of Prince Edward is reconstructing Barker Street from Downes Avenue to Johnson Street, and Bowery Street from Barker Street to King Street.
The project will include new watermains, sanitary sewers and storm sewers, along with a complete reconstruction of the roadway, including concrete curb and sidewalks.
Project Overview
The project involves the complete reconstruction of Barker Street from Downes Avenue to Johnson Street, and Bowery Street from Barker Street to King Street. The entirety of the existing road surface, including curbs and sidewalks, will be removed and replaced with new curbs, sidewalks and asphalt. Curb along the entirety of the project will be installed with additional storm sewers to capture storm water. Sidewalk will also be installed on at least one side the entirety of the project.
Both existing wastewater and water within the project limits will be removed and replaced with new mains along with servicing laterals to the edge of the road allowance.
Project Impacts
Pedestrians:
Access to homes will be maintained at all times, however due to the large scope of work, both Barker and Bowery Street will be closed to local traffic only. Pedestrians will not be allowed to cross the work zone. In the event that a sidewalk closure is required, signs will be installed directing pedestrians where to cross.
Traffic:
Traffic will be closed to local traffic only. Certain work around Prince Edward Collegiate Institute will be coordinated to limit disruptions. Residents may lose access to their driveways at times; however, they will be provided advanced notification by the contractor.
Deliveries:
The municipality and the contractor will work with businesses and property managers to accommodate deliveries and loading, as well as passenger drop off/pick up.
Municipal Services:
Emergency access for paramedics, police, and fire services will be accommodated at all times.
Garbage, green bin, and recycling collection will continue on the regular schedule.
Where necessary, the contractor will bring waste bins to a designated location for collection and return the empty bins to the appropriate address each week.
Residents are advised to label their bins with their address to ensure proper return.
Brief water interruptions will occur as a result of constructing new water infrastructure. The contractor will be required to give advance notice prior to any water supply interruptions.
Project Status
Drilling will take place on Barker Street (between Downes Avenue and Johnson Street) and Bowery Street (between King Street and Barker Street) on Thursday, September 17 and Friday, September 18.
To ensure the best possible outcome for this project, municipal staff determined that more soil and groundwater studies were required.
As a result, construction on Bowery Street will begin in 2027 rather than fall 2026. The Barker Street construction schedule remains the same with work taking place in 2027.
