Announcements
- Mayor Ferguson announced several Family Day weekend activities throughout the County and encouraged all to attend.
- Mayor Ferguson also proclaimed February 11th as 2-1-1 Day in Prince Edward County, February 16 – 22, 2026, as Ontario Heritage Week and Flashback February, as well as February 10, as ‘Canada’s Agriculture Day’ to celebrate the hardworking people who bring us the food we love and the essential contributions of agriculture to our nation’s prosperity and well-being.

Items for consideration
Report: Tender Award for Winter Highway Maintenance
Council awarded Tender PEC-OPS-0014-2025 – Winter Highway Maintenance to QBT Excavating Services Ltd. based on pricing submitted, plus applicable taxes, over a three-year term with two optional one year terms; and, with pricing subject to annual Consumer Price Index adjustments for each corresponding year of the contract term (November 15, 2026 to April 15, 2029).

Report: Housing-Enabling Core Servicing Amending Agreement for the Rehabilitation of County Road 49
Council approved a By-Law to authorize the execution of Amending Agreement No. 1 to a Transfer Payment Agreement for the rehabilitation of County Road 49 between the County of Prince Edward and His Majesty the King in right of Ontario (as represented by the Minister of Infrastructure).

Resolution: Councillor St-Jean seeking Council support to designate Barker Street (from Bowery Street easterly to Paul Street) for two-way traffic
Council directed staff to conduct an emergency services consultation, and public notice to area residents regarding the designation of Barker Street (from Bowery Street easterly to Paul Street) for two-way traffic.
Staff were then directed to return to Council with a report detailing the consultation findings and implementation feasibility.
Recommendation: Built & Cultural Heritage Advisory Committee from its February 4, 2026 meeting regarding developing a process for the implementation of the Cultural Heritage Master Plan and reviewing options to mitigate risk to listed heritage properties.
The recommendation of the Built & Cultural Heritage Advisory Committee Cultural Heritage Master Plan to mitigate risk to listed heritage properties was deferred to the next feasible meeting.

Items for consideration
Report: Request for New Agreement under the Municipal Capital Facilities By-Law for Municipal Housing Project Facilities – Wellington Manor Corporation
Council directed staff to explore financial relief options for affordable housing for seniors within the framework of the existing Municipal Financial Relief Grant Program, and report back to Council in early Q2 2026.
Council then deferred the report to coincide with the Municipal Financial Relief Program review.
These two council motions prompted the deferral of the report’s main motions.

Report: County Transit Strategy 2028
Council endorsed the strategic direction and service recommendations within the County Transit Strategy 2028 and directed staff to seek external funding opportunities to facilitate implementation on a prioritized, phased timeline.
Council authorized the Mayor and Clerk to execute an amending agreement to the service agreement with Quinte Access Transportation Company Inc., to exercise the one-year extension option, securing transit services from April 1, 2026, to March 31, 2027.
Staff were also directed to finalize an amendment to the Quinte Access Transportation Company Inc. agreement to formalize the terms under which the municipality flows grant funding to Quinte Transit for the purchase of transit vehicles used in the County Transit system.
A By-Law to authorize both the agreement extension and the transit funding amendment are to be brought forward to a meeting of Council before March 31, 2026.
