Council Highlights – January 14, 2025 Regular Meeting of Council

Announcements

Mayor Ferguson welcomed Victoria Leskie as the County’s Interim Clerk due to Catalina Blumenberg’s maternity leave. The County welcomes Victoria will be due to Catalina Blumenberg’s maternity leave.

Councillor Grosso encouraged residents to utilize the carbon price rebate government refund to donate to local County charities.

Mayor Ferguson proclaimed January as “National Alzheimer’s Awareness Month” and encouraged all citizens of our community to become more educated and aware of the far-reaching effects of Alzheimer’s disease and related dementias.

Presentations
Mayor Ferguson presented a Civic Recognition Certificate to Linda Downey, President of the Storehouse Foodbank, for her contribution to the community serving those in need through the Storehouse Foodbank since 2007.

Deputations
Phil Dawson, Chair of the 851 Prince Edward Royal Canadian Air Cadets Squadron, Captain Campbell and others, provided Council an update on the accomplishments and vision of the 851 Prince Edward Royal Canadian Aid Cadets Squadron. Click here to view the deputation.

Comments from the Audience
Liz Driver and Debra Marshall spoke to Council regarding item 12.11 Report of the Built and Cultural Heritage Advisory Committee meeting held December 11, 2024. They spoke to the significance of the heritage designation of White Chapel, and mitigation issues due to Picton Terminals construction.

Sherry Colburne provided a comment for item 11.2 Resolution from Councillor Roberts seeking Council support regarding an amendment to section 5.15 of the Procedural By-law. She spoke in support of the motion and the negative effects of prolonged deliberations/meetings.

Resolution from Councillor Pennell seeking Council support regarding a review of the 2008 Minutes of Settlement between the County and Warnings Creek Improvement Association
The County and Warings Creek Improvement Association entered into Minutes of Settlement, executed in February 2008. The Minutes of Settlement addressed a Class Environmental Assessment for the Picton Sanitary Sewer and Watermain Extension Study. As part of the public consultation for proposed planning applications in the surrounding area, residents have raised questions regarding the municipality meeting its obligations under the Minutes of Settlement. Council has directed the CAO to obtain a legal opinion regarding the municipality’s implementation of the Minutes of Settlement. Click here to read the full resolution.

Councillor Roberts brough forth a resolution seeking Council support regarding an amendment to section 5.15 of the Procedural By-law. The resolution did not pass.

2025 Temporary Borrowing Report and By-law
Council approved a by-law to provide the temporary borrowing of monies for the Corporation of the County of Prince Edward for the year 2025, as listed on this agenda. Click here to read the staff report.

2025 Ontario Regulation 284/09 and the 2025 Budget
Staff presented Council with a report which purpose is to meet the requirements of Ontario Regulation 284/09 Budget Matters – Expenses and to report on the impact of the excluded costs to the accumulated surplus. Click here to read the staff report.

The County’s Film Policy
Council approved a Film Policy to outline a process, fees and staff support for film production on municipal properties or using municipal assets. Click here to read the full staff report.

Procedural By-law Enhancements: Closed Meeting and Livestreaming Protocols
As recommended by the Closed Meeting Investigator, Council approved the new Closed Meeting Protocol to provide an enhanced, standardized process for closed session meetings. Council approved the amendments to the Livestreaming Protocol. A by-law to amend By-law 16-2022 will be brought forward for enactment at the January 28, 2025 Council meeting. Voting Method for the 2026 Municipal Election
Council authorized a hybrid solution for the voting method for the 2026 Municipal Election. It will include a use of internet voting in conjunction with paper ballots and vote tabulators.
The Clerk will proceed with a Request for Proposal for the approved voting method and associated services and will report back to Council to award the voting contract to the most appropriate vendor(s). Click here to read the full staff report.
