Councillor MacNaughton announced Bay of Quinte pride events, commencing with a Flag raising at Shire Hall on June 4, 2026 at 10:00 a.m. and pride parade June 20, 2026.
Mayor Ferguson made 4 proclamations:
- May 31 to June 6, 2026 as National Accessibility Week
- June 2026 as Pride Month
- June 2026 as “National Indigenous History Month”
- June 21 2026 as “National Indigenous Peoples Day”

Report: County Road 49 Rehabilitation Tender Award
Council award the contract to R.W. Tomlinson Ltd. in the amount of $18,679,000 plus applicable taxes for construction services for the rehabilitation.
The by-lawauthorizing the execution of the Transfer Payment Agreement will be brought forward to the next feasible Council meeting.

Report: Outlet Bridge Rehabilitation Tender Award
Council award the contract to Safa Builders & Contractors in the amount of $1,225,567.32 plus applicable taxes for construction services for the rehabilitation.
Council approved the by-Law to authorize the execution of the agreement.

Resolution: Councillor Roberts seeking support for Sustainable Funding for Public Health Units
It was resolved that the County of Prince Edward requests that:
- the Provincial Government to redistribute a portion of the Land Transfer Tax to municipalities to address public health funding gaps and the rising % share of municipal contributions to public health units;
- when the province announces its new Ontario Public Health Standards, it also commits to minimum annual funding increases tied to Ontario’s consumer price inflation.

Resolution: Councillor Braney seeking support for a commitment to ensuring information regarding strategic direction and external relations of the County is shared proactively and in a timely manner
It was resolved that the County of Prince Edward requests that:
Council directs the Chief Administrative Officer (CAO) and Mayor to commit to the proactive and timely sharing of all pertinent information and strategic updates with the entirety of Council.
Council directs that the Mayor and CAO provide Council with advance notice of scheduled meetings with senior levels of government.
Council directs the Mayor and CAO to collaborate with Council on the development of briefing materials and strategic objectives for formal delegations at conferences.
Council reaffirms its commitment to the Code of Conduct and the protection of confidential information.

Resolution: Councillor MacNaughton regarding the Better Regional Governance Act, 2026
It was resolved that the County of Prince Edward:
- urges the Province to recommit to local democracy, empower municipalities to determine their own composition, and restore the requirement that all local governments and regional council members including regional chairs be directly elected by their communities;
- urges the Province to restrict any further changes or expansion of the Act in any way that could undermine the democratic vigour of any additional municipality.

Report: 2025 Annual Parkland Report
Council directed the Treasurer to forward the statement contained in Attachment 1 to the Ministry of Municipal Affairs and Housing.
Council directed staff to bring forward budget proposals, which allocate the parkland funds in proximity to the geography where they were collected, as part of the 2027 budget deliberations.

Report: Youth Engagement Strategy – Project Update
Council endorsed the Youth Engagement Framework as the foundation of the forthcoming Youth Engagement Strategy.
Council directed staff to implement free, fixed-route and on-demand transit service for high school students and implement this service for Summer 2026.

Reports arising from Closed Session
Council authorized the transfer of six parcels of surplus municipally owned environmentally protected wetland lands to the Hastings Prince Edward Land Trust as a donation.
Council directed staff to retain Parcel 7 and pursue tree planting initiatives here pursuant to the County’s Climate Action goals.
The next Regular Meeting of Council will be held on Tuesday, June 9, 2026, at 7 pm at Shire Hall, 332 Main Street, Picton.
The next Committee of the Whole meeting will be held on Thursday, June 11, 2026, at 1 pm at Shire Hall.
