Request
The County has received an application for Official Plan Amendment for the former Picton Airport/Camp Picton lands. The subject lands are designated as Heights Development Area under the Picton Urban Centre Secondary Plan (2015). As per the Secondary Plan, development is restricted in the Heights Development Area prior to completion of an Area Concept Plan. The Official Plan Amendment is sought to redesignate the property in accordance with an Area Concept Plan that was recently completed identifying blocks, open spaces and major infrastructure.

Council approved the requested Official Plan Amendment (OPA-04-23) on January 10, 2024.

The final Planning Report with recommendations for Council was considered at the December 13, 2023 meeting of Planning & Development Committee. Several members of the public made presentations to the Committee. With amendments, the Committee adopted the recommendations of the report.

Public Information Meeting
Click here to view the public notice that was released promoting the public meeting that was held on October 25, 2023.
A public information meeting hosted by the Base31 developer team took place on Wednesday, October 25 at 7 pm at the Prince Edward Community Centre, Rotary Hall. Doors opened at 6:30 pm so that attendees could view the presentation material before the presentation. Approximately 100 members of the public attended this meeting.
After County staff introduced the site context and planning framework, the Base31 team presented the proposal. Members of the public asked questions and made comments after Base31’s presentation for approximately 75 minutes. Comments from the public have been included in the County Planning Report analyzing this Official Plan Amendment.
The statutory public meeting required under the Planning Act occurred at the County Planning & Development Committee meeting on December 13, 2023.
