The Ministry of Municipal Affairs and Housing (MMAH) has approved a zoning change in support of the Base31 project following a joint request by the County of Prince Edward and the landowner, PEC Community Partners Inc.
This zoning change enables the timely delivery of affordable and attainable housing and supports the restoration of key historic assets on the site.
Base31 has reimagined a historic Second World War air training base into a cultural and tourism destination. The site hosts concerts, exhibitions, food experiences, and supports local businesses and employment. The zoning change will allow the next phase of development approvals to move ahead—expanding public spaces and providing a full range of housing options for families, seniors, and workers.
The zoning change applies to the first phase of the site — approximately 88-hectare (click here to view the map) — comprising a 58-hectare Revitalization District and a 30-hectare greenfield area known as Village A. PEC Community Partners Inc. plans to deliver a diverse mix of housing, including purpose-built rentals, to meet the needs identified in the municipality’s housing plan and support those who live and work in the community.
The original request was made under the Community Infrastructure and Housing Accelerator (CIHA) process. Council approved the CIHA request by motion in September 2023. A public meeting and a statutory public meeting were held in September 2023 and December 2023, respectively, as part of that request to the province. Following the province’s decision to retire the CIHA tool in 2024, the municipality submitted a revised request for a zoning change.
