The County is undertaking a Class Environmental Assessment (EA) Addendum for the Picton Main Street Sewage Pumping Station (SPS) and associated sanitary sewers.
This project is being carried out in accordance with the requirements of the Environmental Assessment Act. The project will identify and evaluate alternatives, with consideration for environmental, social, financial, and operational impacts and mitigation measures.
The County has completed the Class Environmental Assessment (Class EA) Addendum. The preferred alternatives are as follows:
Sewage pumping station The preferred alternative is to construct a new sewage pumping station within the County-owned land and associated forcemain along County Road 49. This alternative provides more space improves operational and maintenance and redirects sanitary sewers from the existing Picton Main Street sewage pumping station. The new station will be sized for the current and long-term flows.
Sanitary sewer upgrades: Upsizing and resloping the sanitary sewers from Fawcett Avenue to the new Picton Main Street sewage pumping station as well as resloping an upstream segment of sanitary sewers near Wellings/ Finnegan Drive. This alternative considers addressing all of the future surcharging issues as a result of the ultimate build-out flows.
A Section 16 Order request may be made to the Ministry of the Environment, Conservation and Parks for an order requiring a higher level of study (i.e., Requiring a Schedule C or an individual/comprehensive EA approval before being able to proceed); or that conditions be imposed (i.e. requires further studies). This order will occur only on the grounds that it may prevent, mitigate, or remedy adverse impacts on constitutionally protected inherent and treaty rights of a First Nation or Indigenous community.
Requests on other grounds will not be considered. Requests should include the requester’s contact information and full name. Requests should specify what kind of order is being requested (requests for additional conditions or a request for a higher level of study) on the grounds specified previously, and any information in support of the statements in the request.

The 2017 Class EA for Master Servicing for Water, Sanitary, Stormwater Systems and Road Intersections in East Picton considered and evaluated alternatives for the preferred infrastructure upgrades for water distribution, sanitary collection, stormwater management, and road connections to County Road 49 to accommodate immediate development and long-term growth opportunities to year 2031 and beyond.
In regard to sanitary collection, the 2017 Class EA recommended expanding the Picton Main Street sewage pumping station (SPS) within the existing location of County Road 49 and the right-of-way; however, updates have been made in the forecasted flow and population and the County has found alternative locations for the SPS. Therefore, the County wants to explore and evaluate the options for the Picton Main Street SPS location.
