Public Consultations

Prince Edward County has launched a new public engagement platform that will further community engagement in matters that mean the most to you. This new platform allows for new types of engagement including, real time polling, interactive maps, ideas wall, forum discussions and more.

Municipal Accommodation Tax

County staff are recommending that the municipality implement a mandatory 4% Municipal Accommodation Tax (MAT).

The MAT would apply to all roofed accommodations provided for a continuous period of 30 days or less. The tax would apply only to the accommodation fee.

Visitors who stay at motels, hotels, inns, bed and breakfast establishments, and private, short-term accommodation (STA) rentals would pay the tax. The tax would be added to guest invoices, and accommodators would be required to remit the MAT to the municipality.

The provincial government in 2017 gave municipalities the authority to impose a tax on transient accommodations. Under the legislation, 50% of MAT funds must be used by the municipality for infrastructure or services that support tourism. The remaining 50% is to be used by an eligible tourism entity to support tourism promotion and development.

Picton Master Drainage Plan

The County of Prince Edward and Quinte Conservation are collaborating to develop a master drainage plan that will address the stormwater requirements of urban lands draining to Picton Harbour.

This project follows the master planning requirements of the Municipal Class Environmental Assessment process, an approved process under the Environmental Assessment Act.

A public open house was held February 18, 2020 to provide information on the project and invite public input on the proposed treatment alternatives to improve runoff water quality entering Picton Bay. Information about these options was displayed and representatives from the project team were on hand to answer questions.

Wellington Master Servicing Plan

The municipality is undertaking a master plan for water, sanitary, and stormwater services for the Wellington Urban Centre. The master plan will consider and evaluate alternatives and identify the preferred infrastructure upgrades for water treatment and distribution, sanitary treatment and collection, and stormwater management to accommodate immediate development and long-term growth opportunities to full ‘build out’ to the urban boundary, as per the Wellington Urban Centre Secondary Plan.

Project Status

This study is being completed in accordance with a ‘Schedule B’ Class Environmental Assessment (Class EA), as outlined by the Municipal Engineers Association. To date, the existing servicing needs have been reviewed and forecasted demands have been identified. Alternative solutions will be analyzed and evaluated based on the following criteria:

  • Technical and operational impacts
  • Financial impacts
  • Social impacts
  • Archaeological/cultural impacts
  • Natural environment impacts

The municipality hosted a second public information centre (PIC) on Thursday, November 28, 2019 to provide more information about the process, review the needed improvements, evaluation and recommendation of the alternatives, and the next steps.

Picton Terminals Zoning By-law Amendment Application

The County of Prince Edward has received an application from Picton Terminals for a zoning by-law amendment (Zone Amendment File No. Z57-19).

Background

The subject lands are currently zoned in the County’s Comprehensive Zoning By-law No. 1816-2006 the Environmental Protection (EP) Zone, the Extractive Industrial (MX) Zone and the Rural 1 (RU1) Zone.

Through the Zoning Amendment application File No. Z57-19, the subject lands are proposed for rezoning to the Special Extractive Industrial (MX-X) Zone to reflect existing and proposed uses. The Environmental Protection (EP) Zone lands are to remain the same.

Redtail East Estate Winery Official Plan and Zoning By-law Amendments

The municipality has received complete applications from Blocknote Canada Inc. for a proposed Official Plan amendment and Zoning By-law amendment.

Both amendments are to facilitate the development of a hotel with a restaurant and conference/event space and Nordic spa in association with Redtail East Estate Winery in Hillier Ward.

If a person or public body would otherwise have an ability to appeal the decision of the County of Prince Edward Council to the Local Planning Appeal Tribunal, but the person or public body does not make oral submissions at a public meeting or make written submissions to the County of Prince Edward before the by-law is passed or Official Plan amendment is adopted, the person or public body is not entitled to appeal the decision.

If a person or public body does not make oral submissions at a public meeting or make written submissions to the County of Prince Edward before the by-law is passed and the proposed Official Plan amendment is adopted, the person or public body may not be added as a party to the hearing of an appeal before the Local Planning Appeal Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
