Ways to participate in Council and Committee Meetings

All Council, Planning, Committee of the Whole and Advisory Committee Meetings are open to the public and your attendance is welcomed and encouraged.

All Council, Planning and Committee of the Whole meetings are streamed live on YouTube on the County’s YouTube Channel. To find out when meetings are scheduled, visit the County’s Council, committee and board meeting listings webpage.

Agendas are published three (3) working days in advance of the regular meeting date. The protocol for the conduct of meetings in Prince Edward County is outlined in the County Procedural By-Law 16-2022.

You can directly participate in a meeting by requesting to make a deputation or by registering to make a “Comment from the Audience”. Each have different requirements for notice and restrictions on length.

Request to make a deputation
  • A deputation is a citizen or group who wish to make a presentation to council on matters of municipal interest. All requests for deputations must be submitted to the Clerk’s Office at clerks@pecounty.on.ca at least five (5) working days prior to the meeting.
  • Ensure you include your name, the organization you represent if applicable, contact information, and the preferred date to make your deputation.
  • As per the Procedural By-law, all deputations must be accompanied by a presentation/supporting documentation you wish to share with Council, committee/board members, and the public.
  • You will have 10 minutes to make your deputation followed by questions.
  • Once your deputation request has been received and approved for a Council or Committee meeting date, you will receive further detailed instructions on how to participate in the meeting.
  • Deputations are not permitted to address Council, local board or committee on a matter upon which Council has already decided the matter within the previous twelve (12) months, unless the matter is before Council for a decision.
  • Members of the public may provide comments to Council and committee/board meetings relating to items on the agenda. Please consult the agenda for a list of items that are being considered at the meeting.
  • All requests to register to provide remarks under “Comments from the Audience” must be submitted to the Clerk’s Office at clerks@pecounty.on.ca by noon, on the date of the meeting.
  • Ensure you include your name, the organization you represent if applicable, and contact information.
  • You will have 3 minutes to make your comments followed by questions.
  • Once your registration request has been received, you will receive further detailed instructions on how to participate in the meeting. Please note that if the subject of your request does not pertain to an item listed on the agenda, your request will not be approved.

The County’s Procedural By-law has established decorum for all participants to ensure a safe and secure environment for Council, Committee and Board meetings, including electronic meetings. A member of the public may not:

  • address Council, or Committee without permission, or speak on any subject other than the subject for which approval was received;
  • speak disrespectfully of any person;
  • use offensive words or unparliamentary language;
  • interrupt any speaker or action of the Members or any person addressing Council or Committee;
  • behave in a disorderly manner;
  • disobey the rules of order or the decision of the Chair;
  • make any noise or sound that proves disruptive to the conduct of the meeting; or
  • place placards, signs, posters, etc. or any advertising devices in the Council Chambers, or any other location in which a meeting is being conducted.

  • provide input into the strategic direction setting and decision-making of the municipality
  • support local government in adequately addressing issues
  • make a difference in your community.

The County regularly asks for public input on issues that matter to you. Share your ideas. Give feedback through the County’s online Have your Say portal.

Submit an Action Request

Please refer to the sections above for details on how submit a request to make a deputation or to register to make comments for a specific meeting of Council or Committee.

Special Council or Standing Committee Meetings

Fees for special Council or Standing Committee meetings that are scheduled and held at the request for the sole purpose of ratepayer or ratepayer group or corporation are $500.00.

Live Streaming Service

All meetings of Council are live-streamed for the benefit of those residents and interested individuals that are not able to attend in person. All recorded meetings are also posted so that residents can view meetings at their leisure.
