Finance Department

The Finance Department is responsible for the municipal budget process and financial reporting for the municipality. Operating and Capital budgets are set annually by Council. 

The Finance Department is also responsible for day-to-day accounting operations for the municipality including oversight of Revenue Services, Accounts Payable, Accounts Receivable, Payroll, Purchasing, Risk Management and Provincial Offenses Administration.

Municipal Budgets

One of the most important tasks for Council is setting the municipality’s annual operating and capital budgets.

Council adopted the 2026 operating and capital budgets in January 2026.

Financial Statements

Consolidated financial statements reflect the municipality’s assets, liabilities, revenues and expenses. As required by the Municipal Act, financial statements are prepared annually for the County of Prince Edward in accordance with generally accepted accounting principles for local governments. The previous audited financial statements can be found below.

Development Charges and Background Studies

Development charges are fees collected from developers at the time a building permit is issued. The fees help pay for the cost of infrastructure required to provide municipal services to the new development, such as roads, transit, water and sewer infrastructure, community centres and fire and police facilities.

Area-Specific Development Charges

Developers have expressed a strong interest in expanding residential housing in the Wellington Urban Centre. To facilitate residential development in Wellington, the municipality must expand water and wastewater services, which is estimated to cost $96.5 million between 2020 and 2042.

To recover the growth-related costs of these solutions, the municipality introduced an area-specific development charges (DC) background study and by-law in May 2021.

Asset Management

Asset management planning involves identifying the resources and activities needed for maintaining, updating, or replacing the infrastructure in Prince Edward County.

Like municipalities across Ontario, the County of Prince Edward has updated and expanded its asset management plan. Provincial legislation requires municipalities have asset management plans in order to comply with the Federal Gas Tax Agreement.

Assets are everything the municipality owns, such as roads and bridges, vehicles, parks, buildings, and equipment. These assets allow municipal staff to deliver services across the municipality. The performance and condition of the assets directly impacts service quality.

Levels of service are defined by the quality and extent of services the municipality provides. Levels of service incorporate a variety of factors such as safety, customer satisfaction, quality, reliability, and cost.

In October 2025, County Council approved the final asset management plan that includes proposed levels of service and a sustainable long-term financial strategy to achieve those levels.

Background Information

The development of a comprehensive asset management plan for tax-supported assets was completed in three phases.

The first phase focused on complying with the July 1, 2022 requirements of Ontario Regulation 588/17: Asset Management Planning For Municipal Infrastructure (O. Reg. 588/17) for the County’s core infrastructure assets. This phase culminated in the County’s 2022 Asset Management Plan, which was adopted in June 2022.

The second phase focused on complying with the July 1, 2024 requirements of O.
Reg. 588/17 for the County’s non-core assets. This phase culminated in the County’s 2024 Asset Management Plan, which was adopted in July 2024. 

The third and final phase of the project built upon the work completed through the first two phases, with a focus on identifying proposed levels of service and developing a financial strategy to support the asset management plan.

Water and Wastewater Asset Management

Assets supporting the County’s water and wastewater systems, which are funded through annual rate revenues, are excluded from the asset management plan.

The County’s water and wastewater system assets are captured in its water and wastewater rate studies, which include forecasts of capital and significant operating expenditures associated with these assets as well as a comprehensive financial strategy. An update of the County’s water and wastewater rate study will be completed in 2026.

Property Tax Classification

Properties, or portions of a property, are classified according to the property’s use.  Each category represents a different tax class.  In Prince Edward County there are 7 tax classes, residential making up 90% of the total tax revenue. The other classes include Commercial, Industrial, Multi-Residential, Pipeline, Managed Forest and Farmland.

Your tax bill has a heading called “Tax Class”.  Under this heading you will see letters such as RTEP or CTN. The first letter represents the Tax Class, the second represents the Type of Property (Qualifier), the third and fourth letters represent the School Support and Tax Direction Designation.

Sale of Land by Public Tender

The County currently has no lands for sale by public tender. 

Municipal Property Assessment Corporation (MPAC)

Any questions about your assessment notice, the assessed value, or how to appeal your assessment should be directed to MPAC’s Customer Contact Centre at  1.866.296.MPAC (6722) or you can visit their website.

Use MPAC’s new AboutMyProperty tool to understand how your property was assessed, how your property compares with others in the community, or to file a Request for Reconsideration if you do not agree with your property’s assessment.

Property Assessment Notices

Your property assessment notice shows the assessed value and classification of your property as of a legislated valuation date. The fixed valuation date for 2024 remains January 1, 2016 – the end of the last assessment cycle.

When there is a change in a property (such as new construction or major renovation), MPAC updates the assessment and mails a notice. The 2025 assessment is what the property would have sold for on January 1, 2016 – in its current state and condition, including any major changes since then. Think of it as this property, selling on that date.

Rates for Water and Wastewater Services are set by Council in By-Law 233-2021 Water and Sanitary Sewage Service

Water Bills are sent out every two months.  To find out when you will receive your water bill, please contact the Water Billing Department waterbilling@pecounty.on.ca or call the office at 613.476.2148 ext. 1540.

Change of Address

If your primary residence is different from the property that has the water account, please ensure that Water department has your correct postal mailing address.  If you need to change your billing address Please submit the Change of Address Form  as soon as possible in order to ensure your next water bill is mailed to you correctly and on time. 

Provincial Offences

The County of Prince Edward Provincial Offences Office oversees the payments of fines for provincial offences, violations of municipal by-laws and minor federal offences. In addition to collecting fines, the Provincial Offences Office processes charges, schedules court trials and prosecutes most municipal by-laws.
