Official Plan Amendment

Redtail Hotel & Spa – OPA-01-19 & Z59-19

The County has received applications for a Official Plan Amendment and Zoning By-law Amendment to a mixed-use resort consisting of: a hotel comprised of 38 individual building with a total of 148 bedrooms; a winery, inclusive of a restaurant, an event/conference facility, inclusive of meeting rooms; a spa, inclusive of a cafe; and various recreational areas including a tennis court and pool.

Flatt Point Subdivision – 13-T-21-505, 13-T-506, OPA-06-21, Z37-21

Application for a Draft Plan of Subdivision to create 16 new residential lots, a private (condominium) road and open space park block. The application for Draft Plan of Condominium proposes to create common property elements for the proposed subdivision (i.e. road & open space block). The Official Plan Amendment proposes to permit access to the proposed development by a private (condominium) road. The Zoning By-Law Amendment proposes to modify the existing zoning as result of the proposed subdivision application.

OPA7-21, B43-21, B44-21 & Z40-21 – Mcclure

The County has received applications for an Official Plan Amendment, Consent to create two new lots and Rezoning at 13 South Big Island Road in Sophiasburgh. The applications propose to expand the Prime Agriculture Designation and reduce the Shore Land Designation and to establish a farm winery on a new lot. 

Drake Hotel Properties Inc. – OPA-09-21, B146-21 & Z110-21

The County has received applications for an Application for Official Plan Amendment to the Wellington Secondary Plan, Consent to Sever & a Zoning By-Law Amendment to support the development of a 6-unit tourist accommodation, to recognize the existing uses and create one (1) new lot. The subject site is known as 266 Wellington Main Street and as 41, 43, 45 & 47 Wharf Street. 

OPA-02-22 & Z44-22 (2238052 Ontario Ltd. – Cork & Vine)

The County has received applications to amend the Secondary Plan for the Village of Wellington and the Prince Edward Comprehensive Zoning By-law. In addition to these applications, permission is also being sought to revise the draft approved County Club Estate Subdivision (13-T-19-501) through a redline revision. The purpose of the application is to permit the development of the subject lands with a multi-phased development that includes a range of low-rise and mid-rise residential, commercial and mixed uses, parkland, clubhouse, golf course and outdoor amenities, and hotel. The subject site is located on the east and west sides of Belleville Street, north of the Millenium Trail, in the Ward of Wellington. 

OPA-04-23 – Base 31 

The County has received an application for Official Plan Amendment for the former Picton Airport/Camp Picton lands. The subject lands are designated as Heights Development Area under the Picton Urban Centre Secondary Plan (2015). As per the Secondary Plan, development is restricted in the Heights Development Area prior to completion of an Area Concept Plan. The Official Plan Amendment is sought to redesignate the property in accordance with an Area Concept Plan that was recently completed identifying blocks, open spaces and major infrastructure.

OPA-02-24 &Z12-24 – Lakecroft

The County of Prince Edward has received applications for an Official Plan Amendment and Zoning By-law Amendment for the property municipally known as 89 Sandy Lane. The proposed Official Plan Amendment is to add the existing tent and trailer park use and the proposed tourism commercial uses (tourist establishment, event venue and motel suites) as permitted uses under the Hamlet designation. The proposed Zoning By-law Amendment is to rezone the property from Tent and Trailer Park Zone ‘TPC-10‘ and Limited Service Residential Zone ‘LSR’ to a site-specific Tourist Commercial ‘TC-x’ Zone to better align with the existing and proposed uses.

OPA-3-24, Z16-24 & SP-07-24 Nicholas Street Homes Limited

The County has received applications for an Official Plan Amendment, a Zoning By-Law Amendment, and Site Plan Control to re-designate and rezone a vacant property in Picton to facilitate the development of a rental community with both affordable and market-rate units.

Wellington Bay Estates – 13-T-17-502 & Z41-20

The County has received applications for Draft Plan of Subdivision and Zoning By-Law Amendment for the property located north of 74 Wellington Main Street.

Cork & Vine (Country Club Estates) – 13-T-19-502 & Z14-22

The County has received applications for Draft Plan of Subdivision and Zoning By-Law Amendment for the property located north of the Millennium Trail on the west side of Belleville Street, in the Ward of Wellington.

Cork & Vine (Fields of Wellington) – 13-T-20-501 & Z15-22

The County has received applications for Draft Plan of Subdivision and Zoning By-law Amendment for the property located north of the Millennium Trail on the east side of Consecon Street, in the Ward of Wellington.

Georgios Georgiou -13-T-20-503, OPA-05-20 & Z51-21

The proposed subdivision (File No. 13-T-20-503) consists of the development of 5 lots for single detached dwellings and a 90 metre extension of a Hennessy Street ending in a Cul-de-Sac turnaround.

Vineridge/Nery & Inkerman – 13-T-20-505 & Z59-20

The County has received a second submission of Draft Plan of Subdivision 13-T-20-505 and Zoning By-law Amendment Z59-20 by the FLC Group. The applicants are proposing 525 residential units around publicly travelled streets. 

Cressy Bayside Estates – 13-T-21-502, OPA-03-21 & Z7-21

The County has received applications for a Draft Plan of Subdivision & Condominium, Official Plan Amendment and Zoning By-law Amendment to create eight (8) new residential lots accessed by a private condominium road. The subject site is located at 1041 County Road 7 in the Ward of North Marysburgh.

Loyalist Heights 13T-21-503, OPA-05-21, Z21-21

Application for a Draft Plan of Subdivision to create new residential development access by a new public street network.

Flatt Point Subdivision – 13-T-21-505, 13-T-506, OPA-06-21, Z37-21

Application for a Draft Plan of Subdivision to create 16 new residential lots, a private (condominium) road and open space park block. The application for Draft Plan of Condominium proposes to create common property elements for the proposed subdivision (i.e. road & open space block). The Official Plan Amendment proposes to permit access to the proposed development by a private (condominium) road. Huycks Bay Estates – 13-T-21-504 & Z36-21

Application for a Draft Plan of Subdivision to create nine new residential lots. The Zoning By-Law Amendment proposes to modify the existing zoning as a result of the proposed subdivision application.

 Lakeside Estates – 13-T-22-501 & Z1-22

The County has received applications for a Draft Plan of Subdivision t and Zoning By-law Amendment to create 32 new lots, which would be a mixture of single detached and semi-detached dwelling units. The site is located in Consecon along Loyalist Parkway and Lakeside Drive. 

West Meadows – 13-T-18-501

The County has received an application for Draft Plan of Subdivision construct Phase 2 of the West Meadows Subdivision. The Phase 2 development will form part of the larger West Meadows Subdivision which will contain 245 residential units comprised of: 145 single detached dwellings, 6 semi-detached dwellings units, 52 apartment dwelling units and 61 townhouse dwelling units. The subject lands are located south of Talbot Street in the Ward of Hallowell.

7 Acres – 13-T-22-502

The County has received applications for a Draft Plan of Subdivision and Zoning By-law Amendment to create 15 single detached units and 43 townhouse units. The subject lands are located immediately west of the West Meadows Subdivision and are to be integrated within this Subdivision. 

Tulip Estates-13T-19-504 & Z58-19

The County has received applications for a Draft Plan of Subdivision and Zoning By-law Amendment to create a residential development with a range of 199 to 325 units. The subject site is located at the north-eastern limit of the Settlement Area of Picton-Hallowell on the west side of Loyalist Parkway. The property municipally known as 12679 Loyalist Parkway.

6 John Street Subdivision – 13-T-23-501 & Z25-23

The County has received applications for a Draft Plan of Subdivision and Zoning By-law Amendment to create eight freehold townhouse units at 6 John Street.

13-T-24-501 – Fawcettville 

The County has received an application for a Draft Plan of Subdivision to permit the development of a subdivision that is proposed to accommodate 85 dwelling units. The subdivsion will include both single detached and townhouse dwellings. The subject lands are located west of Highway 49 and the application proposes to extend Fawcett Avenue to provide access to the development. 

County Road 28 Subdivision -13T-22-503, OPA-03-22 & Z43-22

The County has received applications for Draft Plan of Subdivision, Official Plan Amendment and Zoning By-law Amendment.  The purpose of the applications is to facilitate the creation of 11 single detached lots through the creation of Street ‘A’ off of County Road 28 and adjust the wetland boundary along the southerly lot line.  There will be a 0.3m reserve at the western terminus of the new Street ‘A’ to provide future access to the remainder of the Neighbourhood Development Area.

Loyalist Parkway Subdivision – 13-T-24-502 & Z3-24

The County of Prince Edward has received applications for a Draft Plan of Subdivision and Zoning By-law Amendment to create a residential development of 56 units.  The subject site is located along the south side of Loyalist Parkway in Wellington, with Lake Ontario adjacent to the southerly lot line.  The property is municipally known as 16880 Loyalist Parkway.

Cold Creek Subdivision – 13-T-24-503 & Z10-24

The County has received applications for a Draft Plan of Subdivision and Zoning By-Law Amendment to permit the development of a residential subdivision located within Picton. The subdivision would be comprised of of 904 total dwelling units. The proposal includes a mix of unit types including single and semi-detached dwellings, townhouses, and apartment buildings. The property is located north of Sandy Hook Road, south of the Millenium Trail, and west of Upper Lake Street.

Base 31 Subdivision – 13-T-24-504

The County has received an application for Draft Plan of Subdivision for the subject lands which are south of the Vineridge Subdivision. The proposal is for a mixed-use development comprising of 244 single detached lots with frontages ranging from 9.2 metres to 13.4 metres, a total of 171 townhouse units consisting of frontages of both 61 metres and 7.62 metres and lastly 66 stacked townhouse units with frontage of 9.75 metres. In addition, two blocks are designated for high density purposes with a total area of 3.06 hectares. The total number of units for the entirety of the draft plan is yet to be determined, as the number of units within the high-density blocks will be finalized through detailed Site Plan Approval submissions in the future.

 
The County has received a submission of Draft Plan of Subdivision (13-T-24-505) that will allow for further development of the blocks of land located to the east and west of County Road 22.

Site Plan

SP-06-15 -1898349 Ontario Inc – Cherry Beach Resort

The County has received a third submission to finalize the Site Plan Control Agreement at 456B County Road 18. There is currently an existing Trailer/Camp Park on subject lands. Through this site plan application there are no further trailer sites being proposed. There are two new additions to the Site Plan from when it was last cirucalted in 2016. The first is a 20 boat slip dock and the second is a communications tower. 

SP-01-19 & Z5-19 – Cosmopolitan Homes

The County has received an application for Rezoning & Site Plan Control for the development of a a mixed-use residential community with townhouse and stacked townhouse dwellings, as well as a local commercial use. The subject lands are located at 49 & 57 Folkard Lane in the Ward of Picton. 

SP-05-21 – Alexander Island

The County has received an application for Site Plan Control for the development of a Tourist Commercial Establishment which would consist of an Inn, Wellness Pavillion, Spa, Cottages & low impact amenties (farm, garden, trails, etc.) located south of County Road 27 in the ward of Hillier. 

SP-06-21 – Lake Avenue RV Resort

The County has received application to amend an existing Site Plan Control Agreement with Lake Avenue RV Resort & Campground as the works outlined in the agreement approved in 2016 were not completed within the required three (3) year timeline. 

SP-07-21 – AARO Concepts

The County has received an application for Site Plan Control which requests to a 401 sq m addition of a storage area to an existing Machine Shop at 4 McDonald Drive.

SP-08-21 & Z75-21 – Cooper

The County has received applications for Site Plan Control Agreement and Zoning By-law Amendment to permit a 5000 square foot Furniture Workshop and a single detached dwelling at 1272 County Road 8 in the Ward of North Marysburgh.

SP-01-22 – Wentworth

The County has received application for a new Site Plan Control Agreement with Wentworth Landscaping for a new office and warehousing facility within Picton Industrial Park.  The subject site is located at Lots 34 & 38 on MacDonald Drive within Picton Industrial Park.

SP-02-22 – Canadian Tire Properties Inc.

The County has received an application for Site Plan Control to permit the construction of a drive-through restaurant within the existing Canadian Tire site.

SP-03-22 – Vonteichman & Portman (The Eddy)

The County has received application for Site Plan Control at 15786 Loyalist Parkway. The Site Plan Control Application proposes to make an addition to the existing farm house to permit 16 additional suites as permitted in the RU1-118 Zone.

SP-04-22 & Z12-22 – Keros Corporation  

The County has received applications for a Zoning By-law Amendment and Site Plan Control Agreement to permit a 12 unit rental apartment building at 13 Lake Street in Picton. 

SP-06-22 – Prince Edward County Affordable Housing Corporation

The County has received an applications for Site Plan Control and Zoning By-Law Amendment to Rezone the subject lands from Institutional (I) Zone to Special Urban Residential Type 3 (R3-XX) Zone. The proposed applications will facilitate the development of a 36-unit apartment building along with 4 townhouse units. The subject lands are located at 230 Niles Street.

SP-07-22 – Picton Properties Inc.

The County has received an application to amend the Site Plan Control Agreement for Picton Properties, located at 13300 Loyalist Parkway. Through the proposed Amendment, a driveway would be established within the footprint for ‘Building E’ with two separate buildings to be established on either side of the driveway. The proposed buildings would align approximately with the footprint for Building E.

SP-09-22 – Wander the Resort

The County has received applications for Rezoning and Site Plan Control to develop 8 new tourist cabins within the subject property to result in a total of 18 tourist cabins. Additionally, the applicants are seeking to expand permitted uses within the property to accommodate day-use of the resort.

 SP-10-22 – SP Real Estate Developments LP 

The County has received an application for Site Plan Control to establish 6 residential apartment buildings, each to contain 16 dwelling units thereby constituting a total of 96 dwelling units. The subject lands are located at 80 Maple Street in Wellington.

 SP-01-23 – Fields of Wellington (Block 55)

The subject property is located north of the Millennium Trail and east of Consecon Street. The proposed Site Plan contemplates the development of two two-story multi-unit buildings and 91 surface parking spaces including four barrier-free parking stalls. The proposed development proposes 60 residential units in total offering a mix of one- and two-bedroom units.

SP-02-23 – Dunes Motel

The County has received an application for Site Plan Control to permit the  establishment of a fifteen unit motel at the former outer banks deli site. 
 

SP-03-23 – Quinte Healthcare Corporation

The County has received applications for Site Plan Control and Minor Variance to develop a new hospital facility. The subject lands are located at 403 Picton Main Street.

SP-04-23 – Closson-Chase Winery

The County has received an application for Site Plan Control to add a warehouse to an existing winery. The subject lands are located at 609 Chase Road.

 
The County has received an application for Site Plan Control to develop a new two-storey school within the property at 175 Talbot Street (County Road 4). 
 
 
The County has received an application for Site Plan Control for Block 54 of the Fields of Wellington Subdivision. The proponent is proposing two 80-unit apartment buildings as well as a clubhouse that will function as an amenity space.
 
 
The County of Prince Edward has received an application for Site Plan Control to build a new winery. The subject lands are located at 17945 Loyalist Parkway.
 
 
The County has received an application for Site Plan Control to establish 2 residential apartment buildings within the subject property to result in a total of 104 dwelling units.  The subject lands are a part of the Fields of Wellington Draft Plan.
 
 
The County has received an application for Site Plan Control to permit the development of a warehouse, washroom facility and tasting room for the Norman Hardie Winery. The subject lands are located at 1152 Greer Road.
 

The County has received an application for Site Plan Amendment to add a pharmacy to the existing dentistry at 11 Prince Edward Drive.

 
The County has received an application for Site Plan Control to facilitate the following improvements: replacing the existing bathroom structure with a new washroom structure and addition of three tent accommodations, one shelter tent, and a cafe exclusively for the guests to use.
 
 
The County has received applications for Site Plan Control and a Zoning By-Law Amendment (removal of holding “H” symbol) to permit the development of a seasonal trailer and RV campground located at 585 Welbanks Road along Lake Ontario. This proposal is the eastern extension of the existing Pebble Beach Campground, which is part of the Quinte’s Isle Campark.
 
 

The County has received an application to amend an existing Site Plan Control Agreement. Fifty seniors townhouse units are proposed as part of Phase 3 of the Wellings of Picton Development. The site is located adjacent to the Picton Golf & Country Club on the property municipally known as 15 Wellings Drive.  

SP-02-24 & Z6-24 – Drake Devonshire

The County has received an application for Site Plan Control and an application to amend the Zoning By-law (removal of holding “H” conditions) to develop a proposed expansion of the Drake Devonshire property at 20 and 24 Wharf Street in Wellington.

The proposed three-storey expansion will replace the existing detached house on the property with an enlarged covered pavilion, expanded kitchen, and 12 new guest rooms.

SP-09-24 – Su

The County has received an application for Site Plan Control to establish a cannabis production facility at 4309 Highway 62. 

SP-10-24 – H.J. McFarland Memorial Home

The County has received applications for Site Plan Control to permit the development of a new long term care facility. This facility will be situated on municipally owned land adjacent to the existing H.J. McFarland Memorial Home.

The proposed facility will consist of single-storey and two storey wings, with a total of 160 beds. The main vehicular access (both personal and commercial) to the building will be from an extension of the existing Finnegan Drive, which connects directly to County Road 49.

SP-11-24 – Port Picton Block 204

The County has received an application for Site Plan Control to facilitate the development of an apartment building consisting of 19 suites.

SP-12-24 – Port Picton Block 301

The County has received an application for Site Plan Amendment for Block 301 of the Port Picton Subdivision.  This application would facilitate the development of a 1-storey restaurant and spa addition to the existing 2 1/2 storey building and 3 1-storey tourist cabins consisting of 4 units.  For a total of 12 tourist cabins.

SP-16-24 – Edwin County Farms Nature School


The County has received an application for Site Plan Control for a nature-based private school at 2590 County Road 15.

 
The County has received an application for Site Plan Control for two (2) 5-storey apartment buildings consisting of 137 units.
 
 
The County has received an application for Site Plan Control for a 7 storey apartment building containing 120 units.
 
The County of Prince Edward has received an application for Site Plan Control for 5738 County Road 1.  This application would facilitate the development of ten (10) tourist cabins and convert an existing storage building into a brewery/restaurant.  
 
The County has received an application for Site Plan Control to construct a pharmacy and multi-unit retail building within the existing No Frills site at 13287 Loyalist Parkway.
 
The County has received a Site Plan Control application to redevelop an existing tourist establishment at 41 Willow Lane on East Lake.
 

SP-05-25 – Hamilton

The Municipality has received an application for Site Plan Control to develop a cidery at 2001 County Road 3. The application proposes to convert two outbuildings near to the property’s frontage to accommodate production and tasting areas. The property is located at 2001 County Road 3. 

SP-06-25 – Campfire Circle

The Municipality has received an application for Site Plan Control to develop a Medical Campsite at 565 Wesley Acres Road.

SP-07-25 – Maw

The County has received an application for Site Plan Control to facilitate the development of a farm winery and retail store at 4415 County Road 8. 

Rezoning

Z7-24 - Drake Devonshire GP Inc (47 Wharf Street)

Z38-22 – 2353 County Inc. 

The County has received an application for Zoning By-law Amendment to rezone the subject lands to a tourist establishment containing 31 cabins, a spa and clubhouse. The subject lands are located at 2353 County Road 7.

 

Z14-23 – Grosso

The County has received an application for Zoning By-law Amendment to permit a converted barn to be used as an event venue. Through the proposed rezoning, the subject lands would be rezoned from Rural 1 (RU1-XX) Zone to Special Rural 1 (RU1-XX) Zone to permit an event venue in addition to existing permitted uses within the property. The subject lands are located at 3038 County Road 3 in the Ward of Ameliasburgh. 

 

The County has received an amended application for a Zoning By-law Amendment to permitredevelopment of 41 Willow Lane in Athol Ward.

The amendment will permit 11 tourist cabins; a motel with 12 guest rooms; un-motorized watercraft rental; a barn for dry storage; and accessory uses including a club house, boat launch, boat docks, pool, bar, and washrooms.

Special provisions will recognize lot dimensions and the location of existing buildings to remain on site.

 
The County has received an application for a Zoning By-law Amendment to rezone the property from Rural Residential 1(RR1) Zone, Rural Residential 2 (RR2) Zone, Rural 1 (RU1) ZoneandEnvironmental Protection (EP) Zone to Site-Special Tourist Commercial (TC) Zone and Site-Specific Environmental Protection (EP) Zone.
 
The purpose of the application is to permit the establishment of a tourist commercial resort consisting of a main villa, a winery, a teahouse, an art gallery and individual accommodation buildings. The subject lands are located at 1315, 1329 and 1357 County Road 7 in the Ward of North Marysburgh.
 

 The County has received an application for Rezoning to permit a pharmacy and multi-unit retail building within the existing No Frills site at 13287 Loyalist Parkway.

 
 
The County has received an application for Rezoning to permit a rear addition to the CAPE. The addition will be three storeys in height and will include 20 new units.
   

Z9-24 – Wesley Acres

The County has received a Zoning By-Law Amendment application to rezone a property located on West Lake at 565 Wesley Acres Road. The proposed rezoning is being sought to facilitate the development and use of a specialty summer camp on the property.

Z20-24 – Kettle

The Municipality has received an application for Zoning By-law Amendment to establish a spa/tourist inn within an existing dwelling at 165 Old Portage Road.

Z23-24 & SP-04-25 – North Marysburgh Culinary School

The Municipality has received an application for Rezoning to rezone the former North Marysburgh Centennial Central School to permit a culinary school and banquet hall with ten guest rooms.

Z22-24 – Dunes Lookout Resort

The Municipality has received an application for Rezoning to rezone the property to facilitate a Tourist Commercial establishment and recognize an area of archaeological significance.

The County has received an application to rezone to allow for healthcare and medical offices. The subject lands are located at 11 MacSteven Drive.
 
The County has received an application for Zoning By-law Amendment to permit two additional tourist accommodation units within two existing detached dwellings (Coach House and Babylon Log House).  Through the proposed rezoning, the current Special Highway Commercial 2 (HC-2) Zone would be modified to remove accessory dwelling unit and permit two tourist accommodation units within the two existing detached dwellings.
 
 
The County has received an application for Zoning By-law Amendment to permit an event venue at 3131 Victoria Road. The venue will be located within an existing barn on the property as well as the second storey of an existing garage.
 
The County has received an application for a Zoning By-law Amendment to expand the event venue use to a seasonal tent, which is located outside of any “existing” buildings on-site.  The current zoning allows for the use of a “meeting/banquet” centre to only buildings that have existed as of October 2011.
 
The County has received an application for Zoning By-law Amendment to permit a contractor’s yard inclusive of a parking area on a temporary basis for a period of three years. The subject lands are located at 247 Kingsley Road. 
 

The Municipality has received an application for Zoning By-law Amendment to remove a Holding Provision from the subject lands located at 17945 Loyalist Parkway. This application seeks to remove the Holding Provision as requirements to do so have been satisfied and will facilitate the construction of an estate winery.

 
 

The County has received an application to apply a Holding provision to the property municipally known as 47 Wharf Street.  The purpose of the Zoning By-law Amendment is to place a Holding ‘H’ provision to allow for the reallocation of its sanitary services to support the expansion to 20/24 Wharf Street (Drake Devonshire Inn).

Severance (Consent)

B96-21, B97-21 & Z77-21 – Hamayoon

The County has received applications for Consent and Rezoning to sever two (2) new lots and their associated rezoning. The subject site is located at 2805 County Road 15 in the Ward of Sophiasburgh.

B100-21 & Z80-21 – Cymbalist

The County has received applications for a Consent and Rezoning to sever one (1) new lot and the associated rezoning. The subject site is located at 1753 Fry Road.

B104-21, B105-21 & Z83-21 – MacLean

The County has received a Consent and Rezoning application to sever two (2) new lots and their associated rezoning. The subject site is located at east of 1779 South Big Island Road.

 
 
The County has received applications for Consent and Rezoning to sever two (2) new lots and their associated rezoning. The subject site is located at 1092 County Road 20 in the Ward of Hillier.
 

B33-22 & B34-22 – Lanarose Development Ltd.

The County has received an application for Consent to create three (3) conveyable parcels that are comprised of the draft approved Fields of Wellington Subdivision, owned by Lanarose Developments Ltd. Through Technical Consent File No. B33-22 & B34-22, the owner proposes to create three (3) conveyable parcels to permit construction financing in the form of (3) separate tranches. 

B37-22 – Jones

The County has received an application for Technical Consent to sever a lot addition from 38 Prospect Avenue to benefit the lands located at 35 Prospect Avenue.

B5-23 & Z4-23 – Daubney

The County has received an application for consent and rezoning to create one new lot within the lands located at 1004 Burr Road. As a result of the consent, the severed lot is proposed to be rezoned from Rural 1 (RU1) Zone to Rural Residential 2 (RR2) Zone.

Z33-22 Lanarose Development

Rezone portions of the Fields of Wellington Subdivision (known as Block 15) from the Open Space (OS) Zone to the Urban Residential Type Three (R3) Zone to facilitate the proposed residential development.

Z7-23 Interim Control By-law

Interim Control By-law to prohibit development in areas where Shore Land designation overlaps areas with natural heritage features for a period of one year to permit the Municipality time to conduct a review/study of these areas. 

B8-23 & Z8-23 Brauer Housing Developments Inc.

An application for Consent & Rezoning to create a new lot. The subject lands are located east of 118 Pleasant Bay Road.
 

B13-23 & Z16-23 – Pinecrest Housing & Springdale Development Inc. 

An application for Consent and Rezoning for the former Pinecrest school at 27 Corey Street. The applicants are seeking to sever two new lots from either side of the school and to rezone the property as a result of the consent.  

B17-23 & Z17-23 – Dulmage

An application for Consent and Rezoning for the property located at 781 Babylon Road. The proponents are seeking to sever one new lot with an area of 35.9 hectares with the retained lands to have an area of 38 hectares. 

 
 
 The County has received an application for Consent & Rezoning to sever a residential lot from the property West of 353 Luck’s Crossroad and rezone the lands as a result of the Consent.
 

The County has received two consent applications and a rezoning application to add lands to the properties at 1515 County Road 24 and 1601 County Road 24 and rezone the reconfigured benefitting parcels.

The County has received an application for Technical Consent to realign an existing servicing easement.  
 

The County has received an application for Consent & Rezoning to sever a surplus dwelling from farmland and rezone the property as a result of the Consent. The property is located at 129 Cressy Lakeside Road.

B7-25 & Z5-25 – Bett

The County has received an application for Consent & Rezoning to sever a new lot from the property at 511 County Road 8 and rezone the property as a result of Consent.
The County has received an application for Consent, Technical Consent & Rezoning for the property surrounding 3189 County Road 3. The application proposes to sever a new residential lot from the subject lands. Additionally, the application proposes to enlarge the existing residential lot at 3189 County Road 3 through a lot addition. The subject and benefitting properties would be rezoned as a result of the Consent.
The County has received an application for Technical Consent to sever a lot addition from 176 Wesley Acres Road to benefit the property at 168 Wesley Acres Road. The proposed lot addition contains a portion of the driveway that is used to access the benefitting property.
 
 
The County has received an application for Technical Consent to sever a lot addition from 228 County Road 29 to benefit the property at 238 County Road 29. The lands to be severed include a portion of the existing septic system for the proposed benefitting property. 
 
 

The County has received an application for Technical Consent and Rezoning to sever a lot addition from the property west of 1037 County Road 4 to benefit the property at 1075 County Road 4. The proposed lot addition contains a well used by 1075 County Road 4.

B15-25 & Z10-25 – Koning

The County has received applications for Consent & Rezoning to sever a new residential lot from the subject lands located at 15983 Loyalist Parkway. There are two existing dwellings on the property that are proposed to be included on separate lots as a result of the severance. The application proposes to maintain the existing rural residential zoning.

 
 

The County has received applications for Technical Consents to establish servicing and access easements.

B16-25 is to establish a sanitary easement in favour of Block 202 and over Block 301; B17-25 is to establish stormwater easements for both Block 202 and 301 over each other; B18-25 is for a watermain that is in favour of Block 202 but over Block 301; and B19-25 is to establish an easement over an existing driveway that provides access to the site from Bridge Street and Cleave Avenue in favour of Block 202 but over Block 301.

B20-25, B21-25 & Z12-25 – Gerrit & Evans

An application for Consent & Rezoning has been submitted for the property at 704 County Road 23 and the surrounding farm property. Though Consent File No. B20-25, the owner is seeking to sever a 0.27 hectare lot addition from the surrounding property to benefit the residential property.  Conversely, the application proposes to sever a 0.3 hectare lot addition from the residential property to benefit the farm property. The two properties would be rezoned as a result of Consent.

B22-25 & Z13-25 – Lester & Gill

The Municipality has received an application for Technical Consent and Rezoning to sever a lot addition from the property at 1430 CR 12 to benefit the property at 1426 CR 12. The proposed lot addition would be rezoned to match the zoning for the proposed benefitting lot.

 
 

Minor Variance

The County has received an application for Minor Variance for the Drake Motor Inn and Drake Devonshire Inc., located within two separate landholdings to the north and south of Wellington Main Street. The applicant is seeking relief for parking requirements within the Drake Motor Inn and Drake Devonshire Inn. Additionally, the owner is seeking to increase the maximum height requirement for an addition at the Devonshire Inn from the required 12 metres to the proposed 16.9 metres. The proposed addition will accommodate event/restaurant spaces, additional guest rooms and a rooftop pool/deck. 
 
The County has received an application for Minor Variance to legalize a second dwelling unit at 336 Bloomfield Main Street. The second unit is on a former studio. The variance is required to reduce the interior side yard setback requirement.
 
 
The County has received an application for Minor Variance to develop Block 204 of the Port Picton Subdivision.  A minor variance is required to grant relief from maximum lot coverage, minimum interior side yard and minimum landscaped open space provisions.
 

A8-25 – Earl

The County has received an application for Minor Variance for an addition on a single detached dwelling at 441 C Massassauga Road. The applicant seeks to reduce the setback from the floodplain.

A9-25 – Laurie & Musgrove

The County has received an application for Minor Variance to increase the maximum lot coverage for an addition on an existing dwelling at 102 Bloomfield Main Street.

A10-25 Arno & Bedard

The County has received an application for Minor Variance to decrease the side yard and floodplain setbacks and increase the lot coverage to permit the rebuilding of a single detached dwelling located at 287 Sunrise Drive.

A11-25 Gordan & Rothwell

The County has received an application for Minor Variance to Increase the lot coverage and decrease the rear yard setback for an enclosed deck at 6 Griffin Street.

A12-25 Shephard

The County has received an application for Minor Variance to increase the maximum lot coverage and maximum lot coverage for an accessory structure, increase the maximum height of an accessory structure and decrease the front yard setback to permit the construction of a detached garage. 

Condominium

Flatt Point Subdivision – 13-T-21-505, 13-T-506, OPA-06-21, Z37-21

Application for a Draft Plan of Subdivision to create 16 new residential lots, a private (condominium) road and open space park block. The application for Draft Plan of Condominium proposes to create common property elements for the proposed subdivision (i.e. road & open space block). The Official Plan Amendment proposes to permit access to the proposed development by a private (condominium) road. The Zoning By-Law Amendment proposes to modify the existing zoning as result of the proposed subdivision application.

Blocknote (Redtail Winery) – 13-T-24-506, SP-19-24 & Z33-24

The County has received applications for a Draft Plan of Condominium, Site Plan Control & Zoning By-law Amendment to remove a holding provision for the subject lands located at the intersection of Loyalist Parkway and County Road 27. The owner is seeking to establish an estate winery inclusive of a restaurant, spa and 134 villas (accommodation units). The restaurant and spa will be open for day use to the general public. The restaurant/winery, hotel and spa are proposed to operate under separate ownership with common element parking areas/sewage system to be shared among these uses.
